Explanation:

The best Pokemon for me is one that doesn't feel like it is - Excadrill. It has the most versatility, most important utility and some key coverages. Besides that it can be used effectively in a multitude of different ways.
Mega Metagross can be used versitile and is able, thanks to its stats and moveset, to fullfill multiple roles. It can break defensive cores, provide Stealth Rocks and has some key coverages aswell.
Clefable is similar as the first two. It can do it all, from proving a wide variety of utility to function as a sweeper. Further has Magic Guard mon as a status absorber quite important, adding to the already good defensive coverage it provides.
Serperior and Weavile are on the lower end of the S tier for me. They both can check key threats aswell as function as sweepers or open up a defensive core.

Going down the tiers, the Pokemon either are less versitile, are less effective in the Meta or fullfill their roles less complete than the options above.
Mega Medicham for example has great breaking power, yet needs quite a bit of support to be effective and limits teambuilding capacities.
Gliscor, despite being a good mon, is usually just a secondary option for Ground-type and therefore less viable.

The B+ tier is notable, as it has a bunch of Pokemon that can be fantastic given a certain team or certain match up, but lack consistancy.

Thank you everyone for participating. It was plenty of fun to read through it. S/o to Wesleyy who did a mock tally which was both an insightful and a fun read.

Basically, the process of tallying is taking WAY LONGER THAN I THOUGHT, so I'll be posting the full VR, hopefully, by next weekend. Instead, I'll post the top 8 Pokemon here, and we can have a discussion on them while the new VR goes up.

Notes
1. The numbers are how many ranks they have changed from the last VR (the current OP of this thread)
2. Me and the mod team hand selected people to submit a VR. There were more but not everyone was able to submit. However, with extending this for another week, they are free to send me a VR in that time.
4. I was not going to include an S+ rank, but Mega Metagross exceeded expectations. It was voted #1 by 9/16 members, and got an average score way higher than the next Pokemon.

The methodology will be explained in more depth later, but for now, it's basically a simple system of rallying up all the ranks the Pokemon is given, find the median and the mean. If there is a number that is too far off the median (I.e., an outlier), it is removed from the calculation and a second mean is obtained.

Red were the votes that were excluded for being an outlier. I know this may not sound fair to some people but I think Mega Alakazam is a perfect example. If the rank of 23 was to be included, it would tank the ranking hard enough for many other votes to not matter.

An outlier was not always present or chosen. It depended on the data set and was chosen based on gut feeling mostly, so I understand sometimes it feeling random. Weavile is another good example of this because with the median being 5, 12 is not too far off but the closest next value was 7 so it did feel quite far.
Clefable was chosen as the cut off for S- because there was a large gap between its score and the next poekmon (4.9 vs. 8.7).

Another thing is that I had to assume Pokemon to be ranked. Otherwise it would be much harder to rank these or even place them properly. How I got past many logistical issues will come in later in the actual VR post.

Personal Discussions
  1. It is genuinely very sick to see how high some Pokemon have risen. 3 out of the 8 Pokemon here were no where close to the S Rank
  2. I think this is a very good reflection of the meta. Serperior, Thundurus, and Weavile feel very strong and easier to win with than Clefable BOs. At the same time, Clefable still provides incredible utility and pressure. I think LO Clefable or the spikes+Clefable strategies are what is keeping it afloat in S-.
  3. While some Pokemon like Thundurus, Keldeo, and Mega Metagross have not even smelled top 10 in a long time (or ever), this does mean some very staple Top 10 Pokemon have fallen, such as Mega Lopunny, Tornadus-T, and Rotom-W. This is a clear reflection of the transformation ORAS has made in the past 2-3 years
