No new additions so far, but probably should.

With this change, Anticipation finally has some viable usage. Changing the parameters of the trigger vastly improve the move, as now it goes from finding niche lures that may not even exist to always being active. Realistically a Toxicroak would not swap into a Psychic type, but a Psychic type would definitely come in on it. Raising its highest defensive stat is just icing on the cake. As is now the ability is on par with Ferrothorn's Iron Barbs and is still probably Toxicroak's worst ability, but with some other distribution this ability could easily go hard.

Justification: Eviolith is a very common sub in mods like this, however I thought that the possibility of speed boost to be the offensive counterpart of eviolite would be a significantly more useful equivalent, especially with how many pokémon lose speed as they evolve. Significant amount of applications are possible, but some notorious ones are of extremely fast rocks leads like Cutiefly, fast offensive pivots like Primeape and Raboot, or possible lategame cleaners like Haunter or Duraludon. Justification: Minor buff to Mew's offensive prowess, Genesis Supernova is a super neat move as it remains the only offensive move that can set a terrain, but Mew's middling stats and better defensive options make it an extremely rare site. Having the move being based on Expanding Force and giving Mew a free Life Orb boost in Psychic Terrain gives it a much greater incentive to use Mewnium Z sets, since either you get a 469 BP nuke if Psychic Terrain is already active, or a way to self activate Psychic Terrain so you can start nuking things afterwards. Can also use this on physical sets if you're running PsySpam since it's still a free LO boost.

With a couple simple and effective movepool buffs, mostly giving it tools that the other genies have, Enamorus can see use as a much more threatening setup sweeper than it was before. Enamorus-Therian also exists, Multiscale + Morning Sun + its decent bulk make it very sturdy Calm Minder or wall, though it suffers a bit from 4MSS.

However, not having Download or any good way to boost its offensive stats (if you want to use Charge Beam, then be my guest) keep Genesect very much in check. I kinda envision Genesect as a bit like Darkrai in Regional Dex OU, as a mon that just runs Expert Belt or Specs and goes stupid, but instead of being super fast and having no defensive utility, Genesect is a lot sturdier and can easily run physical sets with stuff like Fimp, Blaze Kick, and ESpeed.

Swords Dance + Scale Shot is usable as well, but likely won't put up as much results as sets like Calm Mind or some defensive sets would.

Justification: Visibly spiky mon + made of metal. Beak Blast makes thematic sense bc it's a bird and will be an interesting option to make skarm a bit more threatening

Justification: Safe to say.. msceptile isn’t the most viable or useable mon in higher tiers. Mega Launcher allows it to use dpulse as actually strong stab. It also fits thematically as mega sceptile literally launches its fricking tail in the oras trailer. This would allow mega sceptile a better use ability now with stronger stab and coverage. Terrain pulse is one of these funny possible coverage ideas. Glare/u turn/recover are more thematic buffs that help it be more diverse and utility based.

With that, discussion phase can begin as council discusses the distribution of the winning moves and abilities. You can talk about the metagame impacts you think all the winners will have, give distribution suggestions (though remember that this isn't a distribution phase like the Sylve and JolteMons of old), and prepare submissions for the upcoming Slate 3. Expect it sometime Sunday Night in GMT -5!
 
My first thoughts on all the winners:

Moves

:charizard mega y: Look Zard-Y got a prio lol. I think both Flame Burst and Twister are gonna be interesting depending on the distribution, but I can already see the likes of Zard-Y, Camerupt-Mega or Blacephalon liking Flame Burst, and I guess Altaria-Mega, Latios-Mega, Latias-Mega and... oh shit Raging Bolt has a new Dragon prio.
:zapdos: Damn another special prio, y'all are lacking or what. Honestly interesting as well, but it truly depends on distrib. Also I don't think Zapdos would be broken with this one? Let's give it to Regieleki for shit and giggles
:florges: Def gonna be interesting on Amnesia sweepers I guess? Could be interesting as well
:toucannon: I like Beak Blast a lot, and seeing it more widespread is gonna be interesting I think.

Abilities

:ursaring: Eeveemods don't have a Honey Gather buff challenge. Not a huge fan of this one, I think it's gonna be whatever.
:gengar: Can be pretty disruptive, I don't know how effective it will be in practice but I feel we're gonna have to be careful with the distribution, it's literally free momentum if well used. An interesting one.
:houndoom mega: I'm not a huge fan of this one I'll be honest, it's kinda whatever to me.
:slowbro mega: Maybe the ability isn't gonna be as niche as before, I hope so.
:toxicroak: I don't know how good it's gonna be in practice but I feel it could MAYBE turn some OHKOs into... 2HKOs? I dunno.
:silvally: I am the one who came up with the idea for new abilities for Silvally originally, and let me tell you that I was just coping because of Slate 1 lmao. Some forms like Poison are gonna be interesting, I hope maybe at least one form is gonna be hitting OU, maybe?
:sinistcha: Lefties as an ability I guess.

Items
:scyther: Scyther and Primeape are making it to RU with this one. Joke apart, it's gonna be an item mostly seen in lower tiers I think, for some abusers such as Primeape, Scyther, Electabuzz, I think.
:room service: Niche but useful item, gotta be useful in some situations.
:mewnium z: Finally, maybe Mew will use its sig Z move.
:terapagos: The elephant, or rather the turtle in the room. Depending on how it will work in the end, I think it's gonna be either broken or trash. I was originally up for a veto, but we decided to allow it in the end. Let's see how it turns out, but I think it's gonna be problematic in the end (and I hope I'll be proven wrong).

Adjustments
:enamorus: Adjustments are my favorite section, and we start with Enamorus, who's gonna be very interesting. I'm a fan of Trace as an ability and I feel Enamorus could use it pretty well (also no more Cute Charm RNG lol), I can see a Nasty Plot set or maybe coping with an itemless Contrary set for Acrobatics? Therian is maybe the best of the 2, with Multiscale and a nice defensive typing, it can easily setup with CM, gonna be a really good one.
:genesect: I also like this one, even tho I think the main form is gonna be base form just for an item, Burn, Chill and Shock are very interesting and are gonna be nice options.
:necrozma: Ultra-Necrozma but tiny lol. I think it's an interesting addition to the tier
:skarmory: Hope it will bring my boi back, kinda like Skarmory ngl, and it has now even more of an edge over Corviknight and Celesteela (who both remain very strong competition).
:sceptile mega: I like this one, it's gonna be interesting to see how it fares after these buffs.

Overall I like this slate more than Slate 1, a lot of interesting winners and I really want to see how the metagame develops.
 
Review Time.

Moves
Twister / Flame Burst - These ultimately depend on what gets the move, Mid Ground speed Fire and Dragon types like Heatran, Volcanion and Camerupt-Mega versus the likes of Hydreigon, Archaludon and the new Necrozma. Alot of others threats like the move but may have trouble slotting them over coverage options.

Overvolt Rail - Interesting option for priority. Unlike the above move, Rail is strong enough to be ran over coverage or even be main STAB, in addition to Electrics having less intense requirements for coverage. Depending on what gets this it could go from good to broken, so I'd be careful.

Mental Gymnastics - This feels a bit overrated to me. Fighting is a superior offensive typing, and ID is much more common place outside just Steels. I can see this being a Psychic exclusive move, and a move that not much of them will run at that.

Beak Blast / Railgun - Beak Blast is very cool, I am not convinced Railgun is particularly good. This is another buff that ai think will be determined by who gets what, I am sure it will be an interesting addition.

Abilities

Honey Gather - Outside of Knock Off absorption, which isn't lacking in NatDex, the pinch berries strictly outclass Honey. I am unsure if Honey Gather does anything to remedy that.

Run it Back - Sounds very annoying in general, I dislike it, but the options presented don't seem pretty good. Unsure of how well this will perform, one of the let's see in practice ass mf.

Solar Power - After finding out Fire moves are not affected by Solar Power, the ability has fallen off immensely in its competitive usefulness to me. I think people are going to have to find an actually good Grass type, because every Grass that is suggested to have the ability currently resides in NU or lower. Hopefully an actually good Pokemon gets this ability.

Battle Armor / Shell Armor - Objectively better than in standard, the only relevant user atm is Mega Slowbro iirc. The potential does exist though so I hope the right users get it.

Anticipation - My ability, hopefully this gets the usage it deserves. Bulky Psychic types seem like the most flavourful receivers of this ability, and depending on the mon this may be a very good defensive ability.

RKS System - The Z-Move buff was pretty much a waste of time, but the ability buffs may put like 2 Silvallies out of D-Rank, which is always good to know. Base Silvally is genuinely useful, Tough Claws with Choice Band makes it a menace, and Boomburst is always useful. Yeah that's it the rest of the Silvallies suck and are outclassed. You can stop wasting our time now.

Hospitality - I really like this ability, and depending on who it is granted to we can have a big bolstering on how good our defensive mons are in the tier (rejoice Stall and Balance). Mega Audino is gonna love this for sure, don't give this to the Chsnsey line.

Items

Training Wheels - Sorry but I do not see the vision on this. NFEs generally suck, and I don't think a free speed boost negates that for 99% of mons. There are 2 or so mons I think can get a niche out of this - Duradulon and Bisharp, and these are mons that were designed as and been used as final stage mons in relatively modern gens. Bisharp tool kit is useful, and that tool kit on a mon almost as fast as Dragapult is very good. Duradulon isn't as good but the free speed boost may make it decent or C rank pick.

Palette Cleanser - another interesting item, I can see certain Pokémon (Great Tusk) be willing to utilize it, but I think unless a few users get some more specialized users it may not be as pervasive as one would like. It doesn't compete with Clear Amulet either since most users of that item are set up users lol. 55

Mewnium Z - Mew will not use this. Seriously though

Special Tera Orb - We still are not sure how this can be implemented, but depending on how it is interpreted this may be a broken user or a mid mon. I think a lot of intricacies are at play here though, so I would like to see how it works in a fleshed out metagame.

Adjustments

Enamorus - Base might be good it might not, Trace is very useful but that may not be enough to carry it to being a significant threat as of right now. Therian on the other hand, may be a major threat thanks to Multiscale and access to somewhat reliable recovery. Fighting and Dark type threats hate this girl since it can consistently bully the hell outta them, again thanks to the boon that Multiscale gives it.

Genesect - This has the potential to be really really good. Base Genesect is a cool ass Scarf pivot or offensive pivot thanks to Neuroforce and it's insane coverage. Shock is a disgustingly powerful wallbreaker thanks to Transistor making Techno Blast very powerful, with having access to coverage to hit every resist comfortably. Honestly no good set up options is the only thing that stops it from being broken. Chill's niche falls on the utility of having STAB First Impression + -ate Extreme Speed as option to grant it a wide variety of options to revenge kill various targets. Douse seems to exist solely to lure Heatran and Waterpon since Heatran can beat almost every other set comfortably, and you hard wall almost all of Waterpon's common moves. Burn got the really short end of the stick which sucks because I think what it does have is pretty interesting, but it gains the least from holding a Drive (Intimidate isn't as potent, Burn doesn't give you access to unseen coverage). Keep an eye on these guys.

Necrozma - Not gonna hold you, I voted for this thinking Download was removed, and I wouldn't have casted my vote if I knew it kept it. But here we are. Necrozma is stupid good with Download, the mixed Scarf set being especially nasty since it can alternate between a physical and a special scarfer. Even outside of that Specs sounds absolutely mental to find a consistent switch into, I find it difficult to not think later down the line this may be a problem to face in the future. Maybe no bother with Twister here!

Skarmory- This in my opinion is jice but not rise in the ranks nice. Skarm is better at making physical attackers live in hell. Skarm does that regardless, so it's no big deal to me.

Sceptile-Mega - First Mega buff win! Mega Sceptile getting MLauncher + U-turn helps it out immensely as an offensive Pokémon, allowing it to pivot around many key threats and maintain their relevance. Pulse hits with respectful damage now, and U-turn or Glare smacks the Fairies and Steels tyat can comfortably take on it's dual STAB as well.

Controversy seems to bevthe nane of the game for Glacemons. I am tepidly interesting in seeing how this slate shakes out.

Justification: People really wanted Tear Apart from CCAPM 2021 to work. It was tried in JolteMons. Failed. Turns out the move was pretty weak, and Dark types simply had better things to do (like spamming Knock Off). So I decided to tackle this in a new way. Change the type to a more offensively geared typing that doesn't have too much serious competition (its this Rock Blast or Stone Edge) and made it 10 BP stronger so the move could be even somewhat threatening on it's own. Now, Gravel Grater can be an interesting new tool for bulky Rock types to utilize and break down common switchins.

What is a EeveeMod without tinkering with Steels getting a funny roundabout way of getting reliable recovery? And tinkering is right, because that is the primary flavour that this was based on, making the primary targets of this move Pokémon with robot and inventory style inspiration. This move is definitely only for Pokémon without access to reliable recovery, and should be utilized by them alone (do not give this to Steels with reliable recovery!). Hopefully this will promote more Steels to be useful for the overall growth of the metagame.

Splashable Steels are needed now more than ever so this would be a very unique role at that.

Justification: This gives a big buff to physical psychics who can use this to have a much better phys stab then zen headbutt 90% of the time. This also allows venoshock to see more use on poison types as a potential option instead as it now covers all statused pokemon instead of just ones who are poisoned. The buff to physical psychics I chose because often times they drop their psychic stab like victini, iron boulder, hoopa unbound, iron leaves, etc

Justification: Really cool Ability locked to one mon. I think it has potential to be interesting on some other bad pokemon and see if potentially they can get some use out of it. Keep it thematic though!

Justification: This mon is terrible. It's weak, it's frail, and it's laden with weaknesses. I decided it would be a decent wonder guard candidate as it completely lacks setup. I'm thinking perhaps this change could make it viable.

Justification: With no Arena Trap or Shadow Tag, Shed Shell is a very niche item. Pursuit being a big tool that prevents Psychic- or Ghost-type Pokemon from moving on and off the field safely, this gives you a single-use escape to get out of that, while still having the benefit of getting out of trapping moves.

Name: Speeding Ticket
Effect: If this Pokemon is targeted by a priority move, the move fails and the attacker is forced to switch out. Single-use.
