on top of competitive vetoes, i'll also have vetoes for submissions that outclass their evolved formes, as that goes against the mod's philosophy

Name: Eternal Noibat
Stats: 59/85/65/110/70/145
Ability: Frisk
Signature Move: Concussion Repercussion (Flying, Special, 110 bp, 95 acc, 16 pp, Replaces the target's ability with Soundproof. [Sound move])
Design: Noibat becomes more Wyvern like and its ears becomes more speaker like.
Competitive: Noibat gets a super powerful move, being 110 bp stab move that disables the target's ability but can only hit a Pokemon once until they switch out. It also packs really fast pivoting. Its super fast and rather strong but is stopped by its bad bulk.
while it is a bit frailer, i don't like that this strictly outclasses noivern in both power and speed (even if competitively it'd be balanced). i think it could be a bit interesting with less spa (a bit less than noivern, like 95?), more bulk as a tradeoff, and a stronger signature move (maybe 130 BP?) so that the soundproof-inducing aspect is more at play with it being even stronger than hurricane! you can take this is a new direction if you'd like, so long as it doesn't completely overshadow choice specs noivern offensively!

Name of the Eternal Pokémon: Pikachu-Eternal
New Stat distribution: 75 (+40)/60 (+5)/90 (+50)/55 (+5)/100 (+50)/104 (+14)
Signature Move: Kilojolt (40 bp, electric, special, 5 pp, 100% acc, 100% flinch chance, lowers the user's speed by 1 when used.)
Chosen Ability: Static
Design/Flavor (optional): This Pikachu has been bulking. Just a massive chonker, sumo pikachu.
Competitive Analysis (optional): Solid bulk and good but not great speed doesn't change it's offensive nature, but keeping it's offenses low should keep it in check. Kilojolt is very strong for stopping slow walls, buying time, or getting a little free damage, but it absolutely thunks into ground types as expected. Not that it's helpless against grounds, but the mon loses it's best tool.
i like the idea of the move, but i think this is a bit too powerful with such a high base speed stat. for instance, take a traditional check like dragalge which has good spdef, resists pikachu's coverage. if you catch it on switch-in with thunderbolt you're able to rack up up to three kilojolts on it without it being able to do anything back, doing anywhere from 50 to 60% to a 252 hp dragalge. sylveon is also outsped by -1 pikachu unless it's timid, which can mean it would take also anywhere from 65 to 78% assuming 252 hp, and with stealth rock up you can go for thunderbolt on the switch in, into kilojolt into another thunderbolt to have a very high chance to ko. and grounds, like you said, aren't great switch ins either, with even spdef hippowdown being 2hkoed by grass knot and having a 43% roll to be koed by surf with leftovers, steelix also being 2hkoed by surf and taking upwards of 40% by grass knot, and offensive krookodile having a 50% chance to be ohkoed by surf if trying to switch in.
i'd suggest one of the following (just one is fine!):
- reducing kilojolt to 30 BP
- lowering the speed by 2 stages instead
- lowering eternal pikachu's base special attack by ~5-10 points
- lowering eternal pikachu's base speed to 91 or less (outsped by krookodile at neutral, should also help pokemon like sylveon and dragalge speed creep -1 and -2 pikachu)

Competitive Analysis (optional): I almost gave this gale wings. Anyways, nuke, with the option for more nuclear nuking in power herb Approaching Flame.

Name of the Eternal Pokémon: Noibat-Eternal

Signature Move: Sonar Break (120 bp, dragon, special, 5pp, 100% acc, If the opponent's item has not been revealed, or has been removed, this move fails.)
Chosen Ability: Frisk
Design/Flavor (optional): It's like 90% speaker ears. Would have no business flying if it didn't switch to speaker-based flight.
Competitive Analysis (optional): Extremely dangerous, very frail. Has difficulty threatening things that switch in after it and therefore don't get frisked. Notably lacks boomburst, as far as I can tell.
before the feedback, if an opposing pokemon has its item revealed, does that enable sonar break for the whole battle? or if they switch out does it reset to failing until they're frisked again? just curious on the mechanics of that '^^ and do note that the former option might be a bit tricker to code (i can't think of a way immediately, but maybe there is an option. and if it isn't possible to code it might have to be modified)!
as for the feedback, while the abysmal physical bulk makes it much more succeptible to priority, keeping a niche for regular choice specs noivern: it's ohkoed by unboosted adamant dragonite extreme speed, talonflame dual wingbeat / brave bird, and after stealth rock or minimal chip sylveon quick attack, aegislash shadow sneak, and choice band pangoro bullet punch - i still think the stats here are pretty pushed. hurricane easily 2hkoes phys def / specs sylveon and florges (and it's a 50% roll if both hit on spdef sylveon after stealth rock and leftovers - although spdef florges is fine), meanwhile our steels in steelix and aegislash get completely obliterated by heat wave (even fully spdef steelix has a roll to be ohkoed). to boot, 130 is the speed tier of our fastest pokemon already in aerodactyl and jolteon, so you can only really deal with this thing with scarfers and priority if you don't wanna risk a speed tie.
i'd suggest one of the following:
- remove at least 1 point in speed (so jolteon and aerodactyl are consistently able to outspeed it) and ~20 in special attack and distribute it among atk and spdef (so it's still stronger than noivern, but a bit easier to stomach with sylveon and the steel-types)
- remove ~20-25 points in speed and distribute it to its bulk, so it's a slower, more "wallbreaky" version of noivern
Name: Eternal Pikachu
Stats: 70/60/95/60/95/104
Ability: Lightning Rod
Signature Move: Pika-Power Up (Electric, Status, --- bp, --- acc, 8 pp, Raises All Stats by one stage, but the user loses 1/4th of their max HP)
Design: Pikachu but its ears look like the petals of Eternal Floette
Competitive: I'm trying to get back into the pet modding scene here, and the idea is a pikachu that can use light ball and set ups to reek havoc. Pika-Power Up, while a better clangorus soul, makes Volt Tackles riskier to use as a result. I'll be honest I just thought the concept of this was interesting at the very least.
i know it has a hard time setting up, but once it gets an omniboost its straight up game over, look:

choice specs sylveon can't ohko and lets pikachu get either two hits off or a nasty plot off (if it drops either ground-type coverage):
- 252+ SpA Choice Specs Pixilate Sylveon Hyper Voice vs. +1 16 HP / 0 SpD Pikachu: 180-213 (63.1 - 74.7%) -- guaranteed 2HKO
meanwhile, specially defensive is just set up bait if its running nasty plot as well, with hyper voice not 2hkoing after the 25% hpreduction:
- 0 SpA Pixilate Sylveon Hyper Voice vs. +1 16 HP / 0 SpD Pikachu: 88-105 (30.8 - 36.8%) -- 66.8% chance to 3HKO
and it's even worse vs. florges. really the only consistent defensive answers are dragalge or the grass-types like gogoat and victreebel which i don't think will be very good! 105+ speed scarfers (opportunity cost not included) and priority are options to consider, but you need to chip the pikachu while it sets up so you're always trading at least one mon and momentum to deal with it:
- 252 Atk Aerodactyl Earthquake vs. +1 16 HP / 0 Def Pikachu: 132-156 (46.3 - 54.7%) -- 56.3% chance to 2HKO
- 252 SpA Noivern Draco Meteor vs. +1 16 HP / 0 SpD Pikachu: 121-144 (42.4 - 50.5%) -- 2% chance to 2HKO
- 252+ Atk Choice Band Dragonite Extreme Speed vs. +1 16 HP / 0 Def Pikachu: 102-121 (35.7 - 42.4%) -- guaranteed 3HKO
i honestly just think something with this BST, an omniboosting move and an item that already doubles its offensive stats is really hard to balance properly, my best suggestion would be to:
- lower the speed (to at least base 91, so scarf krookodile can outspeed this) - the extra points should probably be redistributed into the defenses (since you probably shouldn't boost the attack or special attack stat any further) which will go along with my next suggestion
and do one of the following:
- increase the HP removed by setting up, to at least 1/3
- OR remove the defense increase from setting up
this should make it easier to prevent from setting up, and make options like sylveon more reliable as defensive checks, while also making revenge ko options a bit easier.

i honestly don't even know what to suggest with this one... i feel like 95 spa is already way too much even without the signature move, and with it it just nukes any and everything... i think you need to completely rework the signature move, and drop the offensive stats at least to the ~60-70 range with this speed tier?
