Citizen Resistance: Nobody can acquire new supply centers for 1 year - sending any army into a neutral supply center will lead to the army's destruction.
Neutral supply centers are the only affected ones - already occupied ones are free to take, this is also non-specific to armies (fleets also get affected)

One thing I would also like to know is that you have been crossing out the modifiers already selected
-when modifiers are crossed out I assume this to mean they will not be selected again — what happens when all modifiers are crossed out?
-also, what happens when modifiers are chosen via double or nothing — can crossed out modifiers be chosen — are modifiers chosen crossed out?
Crossed out modifiers are not rolled again until all are crossed out - once that happens, they all reset to be available again. This goes for DoN rolls too.

An exciting cycle! Turkey turns on Russia with Austria's help, as Italy looks to gain naval ground in the Balkans. England continues to be encroached on, with an invalid order only further compounding their troubles as there is now a French force in London! A couple of SC changes here: Russia takes Norway, France takes Portugal, and Turkey takes Rumania. The Tsars face a defeat, however - they are kicked out of Galicia by Austrian forces and now have to retreat.
Russia (sunny004 and LonelyNess), please submit your retreat order to me as soon as possible before tomorrow at 7 PM GMT-5.
Once the retreat comes in, winter will arrive.

Austria faces an ignominous retreat from their power position of Galicia as Turkey and Russia seem to have fallen into one anothers' good graces again. France arranges for some southern moves, but a potential German stab in London puts their position at risk. It's shaping up to be an exciting Fall!

It's heating up in the Balkans, as a stab from Italy on Austria seemingly puts the Empire under threat of collapse, being attacked from all sides. It makes its first concession by giving up Galicia and retreating to Vienna, potentially trying to regroup and fight back.

An interesting Fall season! Germany invades Belgium as Turkey turns its back on Russia - German troops also land uncomfortably close to the Russian back line and France gears up for a tussle with Italy.

Do keep in mind that Russia and France do not have to disband their units! Instead, they can select 1 and 2 units respectively of their choice to disband on the board, irrespective of country. These units will be returned at the end of next winter (if the countries they take from are still alive, of course).
GM's Notes:
I accidentally inputted Austria's move and subsequent support of F Gre -> Bul(sc) as F Gre -> Bul(ec), this mistake has been fixed. Let me know of any other mistakes.

After an excruciating time on Microsoft Paint, we've got our update. France and Russia both choose some strategic disbands, but a potential stab from any major country here could be massive for the gamestate. Things are heating up, that's for sure.
This year's modifier is... The Host's Specialty: You are randomly assigned to be either a liar or a truth-teller. You may not reveal which one you are, but you must:
Liars: submit the opposite of everything discussed
Truth-tellers: submit exactly what was discussed
This lasts 1 year.
You may not hint at your alignment by any means (ex: through a symbolic move suggestion) - doing so will incur a penalty.
An update: You are no longer required to provide orders to those who ask you directly for them.
However, if asked and ignored, you may not communicate with the asker regarding orders for either of your countries (you may theorize what other countries would order, but you may not discuss your or the asker’s orders with the asker).

A more legible map has arrived, rejoice. Austria takes the opportunity to seemingly stab Turkey by waltzing into Bulgaria, although Turkey can recapture it next turn - perhaps this is the wedge in what looks to be an "Eastern Triple" for now? France casually invades what's left of Italy, although an NMR doesn't help matters. Meanwhile, Germany and Russia look to scare one another, with Austria joining the fray to aid the anti-Germany push. Speaking of Russia, they get into the North Sea to both protect England as well as menace Germany from another angle. A pivotal cycle lies ahead.

It looks like we're heading into some warfare on all fronts! Multiple supply centers change fronts - Turkey loses both Bulgaria and Sevastopol, putting a serious dent into their plans this winter, while the Austrian front successfully enters Munich. It's not all doom and gloom for Germany, though, as they stop the bleeding by getting into Liverpool as England desperately tries to hold their home centers. Russia, meanwhile, bears down on the Kaiser's with Austria's support, while France gains a whopping 4 centers.
Italy (CrreamyKitty) has been eliminated. Thanks for playing, CK - it was a tough game for you once France went after you and you got your defenses completely removed. Hope you had a good time at least at the start of the game.
