As much as I hate to sabotage myself...

The first Scald did 17 damage, the combo did 32 damage.
32 plus 17 is 49, exactly enough to KO the Iron Armor Pokémon.
Then Squirtle faints from energy exhaustion.
 
I forgot to take out the third action, if that is what you were thinking of. But from what I got, Squirtle was left with 2 Energy.
 
Very wise man once say:
I don't know if you know this, but using the same move twice in a row costs 4 extra energy, even the third action of one round and the first action of the next round.
Koops used Scald last action last round. The consecutive move penalty for energy KOes the little guy.
