I'm just wondering. Let's say I use Sleep talk while sleeping, and I Choose Psycho Shift, is it breaking sleep clause if I've already put to sleep another of my opponent's pokemon? This has been bothering me for a while.

On shoddy, the enforced sleep clause prevents your opponent from being put asleep (assuming another Pkm is already sleeping). In WiFi battles you take the risk of breaking sleep clause.

I'm not sure it's been settled by Smogon's people, but I for one would say it DOES. You chose to run Sleep Talk and Psycho Shift on the same set.
If it didn't break Sleep Clause, then you could run Rest, Sleep Talk, Psycho Shift, and a phazing move, and easily put most of the opponent's team to sleep.

You can pass Paralysis on to a Ground type but if course you cannot pass a burn to a Fire type pokemon because they can't be burned.

248 evs in hp reduce SR and hail damage, 252 atack is for power, 8 evs are just leftovers.
