Venusaur learns Petal Dance upon evolution, so it would be Level 32 instead of Level 33/34.
 
bulbasaur learns growth at 25

Just a small correction, but Growl is NOT a starter move for Bulbasaur. It is learned at level 3.

EDIT: Also, Bulbasaur retains Petal Dance as an egg move. I bred a Petal Dance Venusaur with a Ditto and the Bulbasaur knew Petal Dance. Bulbasaur can't learn Petal Dance by level up so it must have been an egg move. Just read the above post.

Bulbasaur does not receive any of Spore, Fell Stinger or Aromatherapy via egg, though I can put a secondary confirmation out that Giga Drain has been retained.
 
Charm (Tyrunt) is an Egg move for the Venusaur line.
why


EDIT-- Additionally, Boomburst is not an Egg move.
