Justification: The Ability name is a reference to the green-eyed monster, i.e. jealousy, not literal green eyes, although if council wants to go in that direction then sure. This is a very strong stallbreaking tool, effectively a counterpart to Magic Bounce that shuts down the other end of the status move spectrum, but it also has some benefits of its own for stall, namely in preventing certain Pokémon from being setup bait.

Justification: Mud Sport and Water Sport have got to be the weirdest pseudo-weathers (Rooms, Gravity, Ion Deluge weirdly enough, etc.) in Pokemon. They have pretty okay effects, as neutering Electric or Fire moves can be great for teammates, just ask the Fire, Poison, and Steel-types that populate Grassy Terrain teams or the Steels and Grasses on Rain, but the moves that set them are just terrible. Plus, Water Sport is just a worse version of Rain. So instead, let's combine and make them an ability, essentially being a Thick Fat clone for Electric and Fire moves but for 5 turns and the whole team gets it. Also the extra effect is just a funny flavor thing, but it does make Mud Shot a real move for Golduck ig.

Justification: Have you ever touched a worm? They're wet as hell. With that masterful flavour justification out of the way, let's talk Orthworm. Earth Eater is obviously still a really nice Ability, letting you sit on most Grounds not named Great Tusk, and with your new Water STABs you can actually pose a bit of a threat to them in turn. But Steely Spirit is also a great Ability, not the least of which is because thanks to that convenient halving of Electric damage, your net total of weaknesses remains the same! Not only that, but Steely Spirit means that Orthworm is not a complete momentum sink anymore, because even with no investment those Iron Heads sting, and if you're so inclined a Coil or two can really send them through the roof. Recover means you're not quite so vulnerable to getting chipped to hell and dying miserably, while Toxic furthers its ability to be a nuisance to things it can't directly threaten.

Justification: Technician Salamence so it can use it's precious Dual STAB in Scale Shot + Dual wing beat with full force as a potent set up sweeper, or honestly with a Choice Band behind it, probably hits hard as hell now.

With that, we can begin a 24 hour discussion phase as council discusses the distribution of the winning moves and abilities. You can talk about the metagame impacts you think all the winners will have, give distribution suggestions (though remember that this isn't a distribution phase like the Sylve and JolteMons of old).

In light of the upcoming DH Gen 9 update being in progress, VaporeMons will take a hiatus until the update is complete, as 3 slates without playtesting is already a lot for a competitive-focused mod. In the meantime, you can theorymon how the changes from Slate 4-6 will effect the metagame, and we may also make some resources to make jumping into the new meta we'll have easier.

:flareon:Giving a new tool to defensive fires, which have always been on an uphill battle against stealth rocks, is pretty based. It could be really problematic though: assuming it works like Pursuit (since that's what it was compared to in the sub), where it applies the burn as the opponent switches out, it could be too good at shutting down physical mons that can't threaten fire mons... I'm not exactly experienced with competitive tho so take that with a grain of salt(cure). Also uhh how many turns does the chip heal last
:cradily: The winning Swagodile sub is real :holycrap: If this combos with sand clock then its crazy, otherwise the change is too minor to really matter (sand doesn't really exist atm)

:black-belt: Ehh? It's like the offensive counterpart to Hand Mirror from last slate, where the it definitely has value but can't really compete with the staples.
:power-herb: Imagine if this worked with Truant, lol lmao. Makeshift Z-moves sounds cool but I'm not sure if it's going to be that good in practice, since after power herb is used or you get hit by a knock off, the recharge move becomes a bit of a deadweight in your moveset.

:kecleon: I forgot about color change lol. Defensive protean will be good depending on the distribution, since it can absorb some status moves (most of which were listed in the sub)
:coalossal: Smelt + Rekindle Moltres is gonna go sooooo hard
:scovillain: Probably not going to be overpowered since it only snatches on the turn you switch in, but it's going to be annoying as hell to face. Fat has fallen, billions must eat HO.
:swampert: Very funny support ability. Muddy water is gonna be busted

:tsareena:Idk I prefer Yoshiblaze's Tsareena adjustment from all the way back in slate 1, but this is still okay. Grass/Fairy attacker fits well in the SV meta
:orthworm: I mean... okay? Yeah, this sub is okay.
:salamence: Defog and Technician-boosted STABs? Salamence is BACK, baby!

Accelerock: Good move to redistribute, its viability will really depend on what Council wants for the move.
Rollout / Round: Not a fan mostly because extra switching out moves just seem like it will make certain mons more obnoxious than they already were, but at least this is something that will improve the general backbone of the tier.
Rekindle: Looks like a niche but fun move. I think people are way too scared of the switch out punishing aspect of this move but for the most part it technically is just a weaker wisp as long as you play correctly against it.
Meteor Beam: Simple, but effective move. If it works like I think it works and Sand Clock activates the effect then its a reusable high power special rock stab, which might be a bit too much.

Leather Belt: A niche item, but should occasionally see use, looks especially good on any normal or dragon type attacker but not much else.
Power Herb: Decent improvement, live Giga Impact Sneasler reaction.

Color Change: Knowing that Gamefreak steals from sylvemons metas this is possibly one of the abilities of the legendary mons of the DLC. Anyways very, very hyped about this ability, I think its going to be fun considering its makes you immune to multiple status and resists half of the entire type chart in the game.
Smelt: Looks like a very interesting defensive ability. Flying Fires like Moltres look like they are going to make ground types go through hell to hit them.
Green-eyed: This ability looks funny, its an opportunist sidegrade with the potential to be crazy as long as you get your predicts well.
Mud Wash: No idea how Yoshi missed the Mud part of muddy waters but this is definitely a way to make the mascot of the mod used in OU. Would really prefer if this ability had just stuck to the part of just setting mud and water sport, since that was already an insane effect.

Tsareena: Don't think we got a good fairy type spinner so this is a welcomed addition. Having another usable Seed Sower user besides Chesnaught is nice.
Orthworm: This thing is giving me mayor Joltemons Empoleon flashbacks so I am definitely not a fan of it.
Salamence: Mence with actual flying stab is always known to be great, can't wait to see it in action.
 
Accelerock: It's an ok addition. Strong Fighting types will like the new additions to their repretoire. The claim about Technician Iron Thorns is kinda tired tbh. It's been subbed by 2 people 4 or 5 times at this point I'm over it.
Rekindle: A funny Fire type healing move. I agree the burn thing is probably gonna be a lot less stressful than people think, esp since it's not as easy to predict nor is the "Pursuit" effect inherently as rewarding.
Rollout: Wasn't looking forward to this winning, I'm over a bunch of pivoting moves being everywhere. I respect the genius creative take on a conceptual level though.
Meteor Beam: If Geko is right which strictly based on wording they are, the stupid weather items people voted for essentially makes Meteor Beam alot easier to spam, making them objectively better Power Herb (more on why this is funny later). Idk if that translates to broken yet, not a lot of Rock Special breakers.

Items: Waste of time. Leather Belt seems like a kinda worse Expert Belt, not sure how well that bodes for it's usability. This stunt was tried with Power Herb last gen and failed alr (no one is burning an item and moveslot on two turn moves just because), and now that Sand Globe exists the only modern day mainstream use of Power Herb has been invalidated, making it a dead slot lool.

Color Change: Defensive Protean seems pretty solid depending on who gets it the ability may probe somewhat interesting in checking certain mons (Pokémom love to resist themselves lol). This ability also provides an immunity to most forms of common status infliction (Poisons can't be Poisoned, Fire types can't be burnt, Ice types are immune to freezing, Electric types are immune to Thunder Wave and Grass types are immune to sleep powder and Spore.)
Smelt: Not a fan. Depending on what gets it it will probably be pretty useful as a defensive tool, has an interesting interaction in a post Chisel meta.
Green-Eyed: It has a fun mechanic but I am not sure how much it will pan out in the future long term. Snatch is extremely unexplored, so being able to weaponize that effect in a more readily accessible way even if only on switch will be a great way to explore moves.
Mud Wash: I agree with TmYoshi, the Mud moves aspect is unnecessary, the ability is already plenty strong without these special effects.

Tsareena: Will be a good niche pick. The ability to turn every Fighting, Dark or Ground type into a Leech Seed feeder will be pretty good for longevity here. Not sure if spin will be as good in higher tiers because if a certain ghastly presence, but KnockTurn with semi auto Leech Seed alone sounds pretty great.
Orthworm: Steel/Water is a fantastic defensive typing and it isn't struggling with utility options either. It has the choice between Earth Eater and Steely Spirit, both of which offer very useful effects and help lower the power for former weaknesses. I expect this thing to be a formidable defensive tool moving forward.
Salamence: Technician Scale Shot is a HELL of a drug. Get rid of Corv and your gold.
 
Congrats to the winners. I'll finish my (probably pointless) going over of things once the new moves and abilities are distributed since that makes more sense than just double-checking things up to Slate 05. In the meanwhile, commentary:

SLATE 06 WINNING MOVES:
01. Accelerock: Assuming that the added Darkest Lariat aspect and distribution aspect are the only changes here, then this should be fine for the most part I guess. We maybe shouldn't give it to the top 3 Atk Rock mons (:kleavor:, :iron thorns:, and :tyranitar:), even ignoring how much some people seem to want to give Iron Thorns Technician for whatever reason, and possibly :arcanine-hisui: Arcanine-Hisui, but even that caution is just a maybe rather than "my gods, this would be broken". In fact, the only real worry I have is how many priority moves we've been adding, even with Parry existing now (ironically as one of them), especially for types that hit a lot of other types super-effectively unlike, say, Poison Dart from Joltemons. So I'm a bit glad that Frolic didn't also win now even that one was at least conditional.

02. Rollout/Round: I normally don't vote for pivoting moves, but these seem rather innocuous, especially Round which has two built-in immunities, and if they do end up being utterly obnoxious, then we can just gut distribution after the fact. Seems simple.

03. Rekindle: Not really a fan of the auto-burn, but it should be fine I guess. Of the moves that won this slate, this is probably closest to Parry from last Slate in that whatever ends up getting it almost directly determines how strong it actually is. The main difference is that this is far less situational (and can technically backfire).

04. Meteor Beam: ...Yeah, Sand Clock might break this, at least on a few things. Whoops. It would be funny if we had to do reverse distribution this Slate because of that. Otherwise a nice boost for the still non-existent but somehow simultaneously overpowered Gen 9 Sand archetype. (This was also how I learned that an evolution for :duraludon: Duraludon was even announced almost a week on the 8th alongside some other things, so, uh, thanks?)

SLATE 06 WINNING ITEMS:
05. :expert belt: Leather Belt: Of the two items that I never voted for that won, this is the one that might be actually salvageable even though I have zero idea of what would want this right now.

06. :power herb: Power Herb: G-Luke basically said everything I feel about this. I'm a bit surprised this won given how underwhelming it seemed in JolteMons (on top of already being in JolteMons period), and that the fact this won at the same time as the Meteor Beam change is pretty bad for it. Poor NANI?!. At least :tinkaton: Tinkaton could thankfully be salvaged despite winning at the same time as :magearna: Magearna ; I'm genuinely unsure if this can be.

SLATE 06 WINNING ABILITIES:
07. :kecleon: Color Change: While I didn't vote for it again this time, I'm glad to see this won. Easily the new ability that I like the most and that should be by far the least problematic from the slate.

08. :coalossal: Smelt: Yeah, any Fire/Flying mons that get this come out looking far better than their grounded Fire brethren given that things that carry Rock attacks usually tend to have Ground coverage too. Otherwise freeing up (certain) Fire types from having to wear Boots to avoid dying is good (though :volcarona: Volcarona and probably :iron moth: Iron Moth shouldn't be among them). Shame :centiskorch: Centiskorch isn't around.

09. :unown: Green-Eyed: Well, so much for (re)submitting Snatch as a move. R.I.P. Unsure how I feel about this otherwise since yeah, this benefits HO far more than anything else.

10. :mudkip: Mud Wash: Agreeing that the "boosts Mud moves" aspect might end up being a bit much, if only due to Muddy Water, but we could just...not give it to those mons? Especially since Muddy Water has way less distribution than Mud Shot. Otherwise I like the effect, especially as someone who tried reviving both Sports in Slate 02.

SLATE 06 WINNING MOVES:
11. :tsareena: (G-Luke's) Tsareena: Glad this won and apologies again for submitting my own at same time due to post-midnight brainfog even if Pixilate Rapid Spin and reviving Triple Axel would have been nice too.

12. :orthworm: Orthworm: Yeah, this might be a tad obnoxious due to being able to cover one of its only hree weaknesses depending on its first two abilities, but it's at least always weak to Fighting, doesn't get Scald, isn't that strong off the bat without using Steely Spirit (which "only" strengthens a rather crappy attacking typing offensively), is susceptible to Burn itself, and is vulnerable on the SpD side. I'm just glad that Steel/Water as a typing is finally back. (The fact that it has arms is still so incredibly cursed though. I wish we could fix that too.)

13. :salamence: Salamence: The only winning submission that genuinely worries me, and even that's mostly just due to Scale Shot. Still, Salamence did need something weirdly enough this Gen, and while I would have rather it just been Aerilate minus Scale Shot, this is maybe fine. It also helps that like every winning move this slate except for Round somewhat screws with Salamence in general, so we'll see.
 
Accelerock - Rock-type love the STAB prio option, but I doubt it'll be enough to make any of them really viable save for maybe Harcanine. Overall, pretty cool addition, but not the most impactful imo.
Rollout / Round - Not a fan of more switch moves, especially considering how spammable Rock is as an offensive STAB. Also worth noting that Great Tusk and Magearna now have an unblockable switch move so I'll be having fun with that.
Rekindle - This on the other hand is hard as shit. The switchout effect might be a bit much, but other than that I'm really happy this won.
Meteor Beam - Rock types stay winning. Might make sand actually worth using, but distribution is still a little spotty, as least amongst viable Pokemon. The only half-good Pokemon that can use this effectively without Tera Shard is Glimmora, which while still really threatening, isn't the fastest thing in the world even with a Scarf and gets bodied by any faster Ground move (and just Ground types in general if it's locking into MB). That being said, this is still an incredibly strong addition that will probably see use one way or another.

Leather Belt - Not a fan of this one. On paper it seems pretty cool, but what would actually wanna use this over a more generally consistent item? Dragons and Ghosts typically want Choice items if they're not setup, and even if they are, they'd get way more out of another item like LO, Boots, Lefties, Lum, etc. than Leather Belt. The only thing I can see even kinda using this well is DD Pult with Phantom Force, but other than that,
Power Herb - Ditto Leather Belt. Pretty cool on its face, but too niche to really be useful.

Color Change - Possibly the most power addition from the slate. Distribution's gonna be really important given you can't really hit a Color Change mon super-effectively, but unless it's restricted to actual fucking shitmons, it should be really influential.
Smelt - Based and Moltres-pilled.
Green-Eyed - I really hope something good gets this because this is fucking hilarious. Obviously it's a great tool against stall for being able to snatch recovery, but it doubles as a fantastic weapon against offense, letting you steal setup moves in a pinch and possibly flipping the tide of a game on the spot. All in all, really powerful ability that crams a ton of utility into one ability slot, and I can't wait to see it in action.
Mud Wash - I hadn't even thought about Mud Sport and Water Sport until seeing this sub, but honestly I'm down with this. Seems really good for fatter teams as a way of supporting Steels and Flyers (BU Corv bouta go stupid), and probably makes Vaporeon a ridiculous wallbreaker as well.

Tsareena - Seems alright, not much more. Bulk is serviceable, Speed definitely hurts her a lot, but she still hits pretty hard and has a really nice utility kit so she'll be alright.
Orthworm - I'm a pretty big fan of this one. Coil sets look really fun with Aqua Tail/Wave Crash and an actual recovery move outside of Rest.
Salamence - Holy shit guys he's back. Technician Scale Shot coming off of 135 Attack is absolutely fucking hilarious, not to mention Technician-boosted Dual Wingbeat, Flame Charge, and Bulldoze to boot. Honestly, of all the winners this slate, this is what I'm most excited for by a long shot. Band and DD are both probably gonna go stupid, and might even be broken with the absence of good bulky Fairies.

Speaking of fine...ally, I am finally done with going through all of distribution manually and cross-checking it against the current spreadsheet even though it took me like 20+ hours--fun. It wasn't a complete waste of time as I expected, however, since I caught about 20 minor things after catching far more of my own. The former I'll put here first now since I don't want to bury the lead as I too often do:

  1. Electroweb isn't listed under :magnemite: Magnemite's family. I guess this means the council decided to remove Electroweb after all with no announcement in thread unless I missed it?
  2. Similarly, Shrapnel Shot only showed in-thread as being learned by :magnezone: Magnezone, not by Magnemite or even Magneton also. It wouldn't break anything if they do, but yeah, it's not listed in here in Slate 02's distribution.
  3. Neither of G-Luke's winning :muk: :muk-alola: Muks are noted as learning Explosion now even though that move (surprisingly) still exists in Gen IX.
  4. :shellder: Shellder and :cloyster: Cloyster's instances of Frost Breath are slightly mispelled as "Frosth Breath".

It might go on main for some time if it becomes pet mod of the season, but if it does it probably will not have teambuilder support like you described unfortunately. And that's only if it becomes pmots as all. It is up (and will soon be up to date) on dragonheaven like every other pet mod, though, and if what you're scared about is not finding games, you can always go on the vaporemons discord linked in the op and find some by using the matchmaking channel! :)
 
Been a little bit without any news, but we finally have some announcements!

First and foremost, VaporeMons is now fully up-to-date and playable! It's been a long time coming, but DH's Gen 9 update has finally been released to a playable state (though note that we do have to work out some kinks in the server, so things may go wrong sometimes) and with it you can now play and teambuild with VaporeMons up to Slate 6! Up-to-date VaporeMons is playable at DH's new link here: http://petmodsdh.com/

Slate 5 has actually been playable there for a little under a week, but Slate 6 was just added today, so be sure try out all the new stuff! If you need some ideas, here's a PokePaste of potentially OU-Relevant Sample Sets using the new things added. You can also have this paste of 1 set per Pokemon I put on a Slate 5 Personal VR awhile ago.

With VaporeMons being up-to-date again, we will be having some playtesting roomtours very soon, starting this weekend and likely on both Saturday and Sunday. This playtesting will be very important for us to get a gauge on the metagame after 3 slates of untested things have been added, plus numerous potentially broken threats cropping up. Note that there's a chance (NOT a guarantee, but a chance) that some things get nerfed before the roomtours this weekend. Otherwise, nerfs will happen after this weekend.

With The Teal Mask DLC for Scarlet and Violet just around the corner, the question of what we'll do with VaporeMons in the future has been brought up. The original plan was to have VaporeMons in the Post-HOME metagame forever, wrap up slates before DLC comes out, then have another SylveMons meta in a different format after DLC2. However, we weren't able to get all 10 slates done before the DLC comes out due to the break we needed for DH's update and the DLC coming out a month earlier than expected. Plus, this plan has received some pushback, as keeping VaporeMons in a pre-DLC world would kill its longevity even if it was a great metagame, which has happened before with MegaMax (goated mod btw) being stuck in Isle of Armor Gen 8 OU. Thus, the current plan is to run VaporeMons through DLC1 and DLC2, adapting around whatever meta changes come. This could include a lot of balance patches, slates to distribute new stuff to new Pokemon and more. Because of this, we will take a playtesting break until after the DLC comes out, with Slate 7 (or a DLC Slate 1, whichever we end up doing) starting on September 17th at the absolute earliest. This'll not only give us a chance to playtest the current metagame, but also test out the new stuff that'll get added and how we'll want to move forward after that.

If you're wondering why we didn't have any playtesting roomtours on Saturday like I teased, it was because we were deep in council discussions on potential balance changes! We decided to look at a number of things before having any roomtours as there have been multiple problematic elements revealed to us recently. Thus, the members of council hand a vote on them, with the results below!
The following elements were voted on for nerfs: Inteleon, Magnezone, Baseball Bat, Walkie-Talkie, Haxorus, Tie-Dye Band, and Sand Clock/Snow Globe

Additionally, there were a couple other topics discussed. First were 2 mostly unchanged mons that have posed a bit of a problem recently, being Baxcalibur and Iron Valiant:

Next, we discussed what else could be broken. Not much was said except that the playstyles of Sun and Rain could be really strong right now. I can definitely see that for Rain (though Inteleon's nerf helps), but I'm really interested about Sun's place in the metagame despite losing good abusers in Roaring Moon, Sandy Shocks, and Great Tusk.

Lastly, we discussed a couple things that could be buffed. While a few things were mentioned, we ultimately decided that we shouldn't be buffing much right now. However, 2 minor buffs did get polled, Color Change's distribution and Mithril Armor:

As a result of these votes plus a couple new proposals, the following changes will be made:
-:inteleon:Inteleon will gain Outclass as a hidden ability, replacing Sniper - This keeps it as a pretty difficult wallbreaker to switch into thanks to Outclass' type removal effect but much easier to deal with since it doesn't have Dracovish-level power anymore
-:magnezone:The Magnemite line will lose access to Electroweb - This makes Sticky Web much less of a factor, which is for the better due to its powerful effect
-:kingambit:The item Baseball Bat will lose its bounce back effect, instead reducing the damage of a bullet move by 50% and then breaking - This removes the surprise immunity to relevant moves like Shadow Ball and Aura Sphere granted by an already strong item, which had some uncompetitive interactions. This was a super hot topic among council about how exactly to nerf this effect, which is why this needed two polls to decide
-:scream tail:When its effect is eventually coded, Walkie-Talkie will require the Pokemon switching-in to also hold a Walkie-Talkie to activate the stored move - Futureproofs us against potential broken strategies with strong moves like Boombursts, as being forced to hold Walkie-Talkie drastically reduces the offensive threat the item poses
-:haxorus:The Axew line will lose Steely Spirit in favor of Unnerve - While the non-Steel Steely Spirit user experiment was fun, it quickly proved to be much too powerful. This was in part due to the also voted on Tie-Dye Band, but even with that nerfed Haxorus could easily run a Tera Shard and become a Steel-type to perform at a similar level, so it was better to stop its rampage ASAP
-:dragapult:Tie-Dye Band's boost will be reduced to 1.3x BP. STAB moves can be selected, but deal 0.67x damage - While the original drawback was massive, TDB's 1.5x boost was simply too much on Pokemon with good coverage like Dragapult or Haxorus, especially since it completely changes their counterplay. A lower boost makes it much more manageable.
-:sandy shocks:Sand Clock and Snow Globe will not receive any changes right now - Given by the majority Abstain votes, council needs more time to make a decision on these
-:dragalge:Dragalge will gain Color Change (over Poison Touch) and the move Life Dew - Adds another potential Color Change user alongside Toedscruel that'll hopefully show off the ability's unique defensive capabilities better without having to give up as much as Gastrodon does. Life Dew adds a very helpful recovery option for both Color Change and Adaptability sets
-:slowbro:Mithril Armor will now no longer prevent the user from scoring critical hits - A very minor buff, but this was seen as an unnecessary drawback on an item that's proving to be a bit weak at the moment

Some Quick Takeaways
- A lot of the nerfs made pretty immediate impacts, with a bunch of things feeling much easier to deal with.
-- Inteleon is still decent, but it's a lot more fair now, hitting as hard as a normal wallbreaker should while Outclass gives it a unique edge, for example one of my losses was because Inteleon stole my Amoonguss' Grass-typing as I tried to hit it with Spore.
-- Tie-Dye Band still got usage with Dragapult, but the drastically reduced damage output made it not as crazy as before.
-- No Haxorus or Magnezone usage after the nerfs. The former definitely sucks now, especially with Baxcalibur and Salamence being good, let alone Dragonite, while the latter is still pretty good, just not as appealing without its insane ability to keep Webs up all game.
- Speaking of Baxcalibur, it made a number of appearances, but only came out with a 25% winrate. While it can often be oppressive, the presence of a hard counter in Crabominable means that it didn't get to do a lot in those matchups, while the one loss it had that wasn't against Crab was against a faster team that pressured it. Crabominable (and to a lesser extent Earth Eater Orthworm) being the only things that take it on 100% of the time is a bit awkward for the meta, though.
- Kingambit mirrors its position in OU and does Kingambit things.
- Rain made a bunch of appearances but did quite poorly, with its only win coming in a Rain mirror match. Still, even with nerfed Inteleon, Rain is still very scary
- Some other styles came to play with varying levels of success, with Hyper Offense, Sun, Sand, and Trick Room.
- Beaf really tried to make Spiritomb work and it kinda did, which is honestly an overperformance considering how down we were all on it when Odd Keystone won.
- Chain Lightning Iron Hands got a sweep, might be the first of many...

And that's all for now! Overall, pretty fun tournament where it seems like the nerfs did make the metagame a bit better. Offensive styles are still very strong as is the norm for Gen 9, but you can play with bulkier styles a bit more easily than before now.

Not wasting any time, we had an absolutely crazy roomtour today, with one of the biggest turnouts for any roomtour I've run, and one that'll have some big implications, so let's get into it!

Some Quick Takeaways:
- Tusk is #1 in usage, so this metagame must be normal, right? Well, a big reason for that was the newly buffed Rollout giving the already Great Tusk pivoting and while it wasn't the crazy recipient of that buff, it still went pretty crazy.
- There has been a lot of talk about Iron Jugulis recently because of its absurd power with Mega Launcher-boosted Dark Pulse and amazing coverage in Hurricane, Earth Power, and ML-boosted Aura Sphere. It coming in at #2 in usage is very emblematic of how easy it is to use and how hard it is to deal with.
- Amoonguss had a pretty insane 73% winrate considering its high 11 uses, but with access to pivoting in Rollout, Amoonguss becomes the best bulky pivot you could ever dream of, so it's really no surprise.
- Thundurus had a great showing, showing off the power of its Battle Spines, with its ability to quickly wear down teams with free chip damage off of resisted TBolts and U-Turns
- Essentially unchanged Baxcalibur is still dumb, lol
- Magearna got a good amount of usage, doing pretty well overall. The only set really seen so far has been Specs, being super effective and breaking things with Fleur Cannon, but there's a lot more to experiment with that mon
- Chain Lightning Iron Hands my beloved. On paper, it really should be broken, but for the time being it just seems like a very good mon, something to look out for, but its low Speed, exploitable typing, and poor matchup against faster Grounds means that it's easy enough to deal with if you're careful. A couple good plays by the Hands user and things can get dicey fast, though
- Sand Clock Meteor Beam Sandy Shocks has really gotten a chance to show what it can do and man do we hate it. While Shocks hates the prevelance of faster breakers like Iron Jugulis and Meloetta-P preventing it from sweeping all the time, the combination of infinite MBeams, Shocks' Speed and power, and Sand Spit sometimes putting foes in awkward situations all come together to make Sand Clock Sandy Shocks super annoying to come up against. This, along with the infinite Speed granted to Sand Rush and Slush Rush users has really drawn the ire of the playerbase lately, especially today
- Rain is very very good. Basculegion now having a real Ghost moves plus a multitude of viable Water-type breakers in Vaporeon, Inteleon, Walking Wake, and Palafin makes Rain scarier to play against than ever, compounded by the effectiveness of Amoonguss as a pivot for Rain teams
- Mud Wash Vaporeon officially becoming the first mascot of a Sylve meta to be actually viable in the default tier, love to see it

Now, with The Teal Mask coming in just 3 days, this roomtour was our last look at the metagame, letting us know if we need to fix anything before the new wave of DLC comes and shakes everything up. With the information that we've gained from this roomtour, and last week's roomtour as well, I can announce that council is looking at multiple potential imminent balance changes, so stayed tuned for that!

On the eve on a new era of VaporeMons, I've come with those balance changes I promised!

Most of the following changes were decided via a quick council vote, the results of which you can see below

The following balance changes will occur:
-:iron jugulis:Iron Jugulis will lose Aura Sphere - I often make jokes that VaporeMons has a bunch of Chi-Yu wannabes, like Zard Shard Y Charizard, Sheer Heart Lucario, and Mud Wash Vaporeon, but Mega Launcher Iron Jugulis took that joke and really took it to the next level. Simply put, Jugulis' high Speed and power made Mega Launcher-boosted Dark Pulses way too hard to take on when good Fairy-types are sparce (and get chunked by either Hurricane or Earth Power), Fighting-types get Hurricane'd, and Dark-types get Aura Sphere'd. Now, considering just how hot of a topic Jugulis has been over the last week or so, you'd expect something more drastic to happen, like removing Mega Launcher. While you can see in the results above and this was very close to happening, we did warm more up to Aura Sphere in recent times, as it opens up a good few more ways to defensively will Jugulis, namely with Ting-Lu. Additionally, removing Aura Sphere means that Jugulis loses one of its two really strong and more important really safe buttons, just having that strong Dark Pulse now on that front. We'll certainly keep an eye on it to see if this wasn't enough, but the hope is that just a minor nerf will be enough to make playing around much less of a headache.
-:sandy shocks::cetitan:Sand Clock and Snow Globe will be reworked. They will now simply give a 50% SpD boost to Rock-types and a 50% Def boost to Ice-types respectively when held. - These items have been controversial ever since they got in. Initially, people weren't hot on them because of how they give Sand Rush and Slush Rush users basically infinite Speed, becoming powerful sources of speed control. While the selection of Sand Rush and Slush Rush mons is pretty poor, Cetitan has shown be decently effective with its power, bulk, and nuclear option in Belly Drum. Pyroar and Lycanroc could also theoretically do things with Sand Rush, though both are bit too weak to be effective, even with the latter's access to Swords Dance. Speaking of Swords Dance, the existence of Sand Clock and Snow Globe also led to us having to veto multiple Sand Rush subs that would otherwise be great for the meta as a buff to Sand or Snow simply because they had Swords Dance and would be broken in a world with Sand Clock and Snow Globe, which was unfortunate. However, these items officially went over the edge due to an initially innocent minor buff to Meteor Beam that allowed it to charge up in Sand instantly. It wasn't until after this nice buff was voted in when people realized that this meant that Sand Clock would essentially be an infinite Power Herb for Meteor Beam users. This led to Sandy Shocks becoming a pretty ridiculous wallbreaker and cleaner, with the potential to very easily snowball out of control with repeated Meteor Beams in combination with Sand Spit requiring the foe to play very carefully already. With all of this and the threat of more viable Sand Rush or Slush Rush users in the future, we felt that it'd be better to cut our losses and fully rework these items to simply being a free AV for Rock-types and a physical AV for Ice-types. While disappointing for Sand Force Garchomp and Landorus-I fans, this will make a lot of things overall a lot less of a headache
-:amoonguss:Foongus & Amoonguss will lose access to Rollout - Why does Foongus get Rollout as an egg move, anyway? Anyway, as I mentioned earlier, Amoonguss is far and away the best bulky pivot you could ever ask for, with Regen, Spore, a good typing, and great bulk. So, adding a pivoting move to an already amazing defensive pivot simply made it too good at being a pivot, allowing the many terrifying offensive mons in the metagame to run wild much more easily. Thus, it's an easy decision to ax Rollout on this line.
-:baxcalibur:Baxcalibur will be banned to Ubers - Okay, this is a big one. Banning a Pokemon is something that I never want to do in a Pet Mod like this, where we're building off of a meta we already had, a meta that already had its very good mons. Plus, if we made something broken, then we should just get rid of the things that made it broken. Thus, bans were never really an option in JolteMons, with the only thing that ever got slated for a ban being Dragapult, who was an unbanned Uber and was decisively voted to stay in the tier. I came in to VaporeMons with the same mindset, as I believe that if a mon that receives very few substantial changes and it becomes broken then we did something horribly wrong to the metagame. But Baxcalibur is a bit of a different story. The Kyurem-Black wannabe is controversial as is in OU right now, likely only escaping a suspect test because of the imminent DLC, due to its insane power, offensive typing, and access to Dragon Dance. It really is a Kyu-B wannabe in every sense of the word, looking like KyuB when it was legal in SwSh. The story is no different here, as Baxcalibur has ravaged many a team over the last couple weeks, whether its Banded, Dual STAB DD, or SubDD Ice Body next to Glowking. You'd think that Bax would be a bit easier to deal with here, as we managed to introduce an amazing check / counter to it in Crabominable, but the problem was that Crab was basically required to use, lest you spend the entire game walking on eggshells (or Earth Eater Orthworm ig, but meh, it'd really rather run Steely Spirit). From there, it's just about as insane as it was in OU, almost moreso thanks our meta having better hazard removal options and more pivoting to get it in position. Thus it was put to a vote and the council ultimately voted to kick Bax out of the tier. This is absolutely unprecedented in a Sylve metagame (even the crazy tiering stuff I did in SylveMons reserved bans for mons we ourselves made broken, not Game Freak), but with how crazy Baxcalibur is by default, this is hopefully the right decision. If the metagame develops to a point where we have more options to effectively deal with Bax, I'll be very open to retesting it at some point, but for now, Bax can complete its Kyu-B wannabe arc by getting itself banned too.

But, with all the changes that The Teal Mask DLC will bring to VaporeMons in just a few hours, where do we go next? Well, as announced awhile ago, we're going to hold off on starting Slate 7 for just a bit longer to account for the incoming changes, but in the meantime, all the returning mons did miss out on six slates of moves and abilities. Thus, once the DLC is released, we will have an extended distribution phase that'll simply give new and returning Pokemon some moves and abilities from the first 6 slates. Kinda like how we did in SylveMons when we went from Gens 7 to 8, though with no adjustment subs so we don't get another Dragon Dance Dracovish situation. Since this is straight up a distribution phase and not just a discussion phase while council decides distribution in the background like normal, we highly encourage community input for this phase, mainly to make sure we cover all of our bases since there are a good number of Pokemon coming back.

This distribution phase will last until the weekend, where we plan on having another roomtour on the new DragonHeaven to test all the new stuff out. Whether we start Slate 7 right after or wait another week will depend on how comfortable we feel with the information gathered and the state of the metagame at that point.

Now that the DLC is live on Pokemon Showdown and we call all see all the movepools and stuff, it's time to start that distribution slate I mentioned earlier!

This slate will work like the distribution slates of old in SylveMons and JolteMons, where everyone will give suggestions on what Pokemon should receive the new moves and abilities we've added to the game. Discussion can take place either here or on our Discord in the new #dlc-distrib-discussion channel. Everyone is free to give suggestions, but the council has the final say on what gets what.

As for what you're allowed to suggest, you will be discussing what new Pokemon added in the DLC should get the moves and abilities we've added to the game, which you can see on the spreadsheet here. We will not give out pre-existing moves and abilities to new Pokemon or anything to Pokemon that already existed. For the most part you should focus on flavor when suggesting things, as we don't have enough information to make fully competitive predictions just yet.

Just choose to think of it as being preemptive given what it unnecessarily just got via DLC even if I'm already seeing people doing mental gymnastics even harder than they did for Kingambit to try to keep it too.

2023/09/14 EDIT: I only made minor changes overall, and these are likely the only ones I will be making:

1. Typos fixed.
2. Hazardous Waste taken away from Koffing after realizing that would mean that Weezing-Galar would still get it, which wouldn't break anything but is something I was clearly trying to avoid.
3, Gave Sandshrew-Alola the ability Overcoat as I had intended both given that Sandslash-Alola gets Overcoat and to give parity with Sandshrew(-Kanto) now having three abilities like Sandslash(-Kanto).

Next, we're gonna try to have a roomtour or two before opening up Slate 7 in order to get info on all the crazy new stuff we got (plus some preexisting mons getting buffed), so I'm tentatively planning for Slate 7 to start on Sunday, September 24th. If the DLC update for DH goes through by tomorrow, then there will be a roomtour tomorrow, but otherwise we'll wait until next Sunday.

Gonna note anything that seems remotely interesting for the meta.
:Clefable: Clef seems rough to use. Magic Guard and natural fairy typing are really the few things keeping it relevant as a support mon but I don't see cm sets being good with so many other special breakers around.
:ninetales-alola: New Snow Globe will make it nearly impossible for physical attackers to prevent it from setting veil, expect many mons to go stupid thanks to it just as Bax did.
:gliscor: Having a new hazard setter is always welcomed, probably one of the more effective dira claw users out there.
:milotic: Sheer heart was a decent buff, now it can invest solely into Bulk while avoiding being too passive.
:Jirachi: Man this thing looks annoying now that it has healing stones, still, it's mice to have some more defensive backbone.
:Manaphy: I can see healer being an option taken over hydration on take heart sets, otherwise it just does its usual War crimes.
:Shaymin: Before DLC I would have told you that Arboliva was an underrated pick, now I tell you to ditch it immediately cause this thing is a walking nuke and a bulky ass mon. Will be a massive staple on grassy terrain teams.
:Mandibuzz: Looks pretty hype, being a flying Type immune to hazard is insanely important and having False surrender prevents it from being passive.
:Ribombee: One of the best sticky web users is back, it can also slot healing stones if it wants too.
:Kommo-o: Another HO staple, although not having the option to Tera will be sad for it.
:Ogerpon: Crazy how Vaporemons woke up and decided to become the second worst thing to happen to Ogerpon's life lol. Still, thanks to that x1.2 boosts that the Ogerpon masks give I think those forms will have some semblance of a niche, especially Cornerstone since it's a Grass type that doesn't let flying types for free.

There might be more I'm missing, but for the most part everything else seems like it would only be more relevant on the lower tiers.
