Welcome all to the finest international Pokemon competition on the planet, the World Cup of Pokemon. This year, 16 teams are vying for the glorious title of World Champions. Will anyone usurp last years champions, Oceania? Let's find out. Onto the first round!

Divisions
All players in the starting 8 of a roster were placed in a division of 4 battlers. Every team plays every other team at least once, and no team plays any other team more than twice. Furthermore, no 3 teams will appear in a division together twice. By this I mean if one division is Canada, Asia, West, UK, another division will not be Canada, Asia, West, South. Each team plays each 9 of the other 15 teams twice, and every other team once, and the teams you face twice were all selected randomly. Furthermore, all members of the team were inserted randomly into the divisions once I set out the format in the above manner.
I went out of my way to ensure everything was played out like that to ensure fairness and preserve the integrity of the tournament.
Deadlines
Now, all battles are to be completed by Sunday, July 17th, 2011 at 11:59 EST. At this time, the divisions will be frozen and the points will be calculated based off the standings as they sit. Battles that are not completed will NOT have a winner declared, and will simply not count in deciding final standing. (Exceptions may be granted if proof can be shown that one user was clearly avoiding the battle / severely inactive. The TDs the final say on all decisions of this matter). I figure that three weeks is more than enough time, and I will take no excuses what so ever. I expect all Captains to nag their players to get their battles done if they are being active, and make substitutions as necessary, that is your job.
Furthermore, if by Friday, July 8th, 2011 at 11:59 EST you have not completed at least one battle, I will force the Captain to sub you out. I will NOT accept inactivity. I don't want people sitting around, I want people being proactive. The reason the first round is so long is so teams can actually take some time to collaborate in their irc channel and help each other with teams and strategies. It is not this long so you can sit around and not battle until 5 days before the deadline. I am sure I have made myself clear :)
So let's get to it, shall we? ;)
Pairings

Substitution
This year we have 4 subs per roster, and Captains may use them as they see fit. For the first round, you may sub in a player on your bench at any time. For later rounds, Captains may change their roster in between rounds, and I will only allow subs in Rounds 2-4 in the case of unexpected absense. Keep in mind once a player is subbed out, they cannot be subbed back into the same round, but can be put back onto the roster for next round. Lastly, the 4 subs listed on the roster must be the first four subs that are used, in any order. If you (for god knows what reason) need more than 4 subs, PM me and I will examine your candidate to join the roster. Realistically though, it should never really come to that.

Now some notes on a few issues I feel need to be addressed (basically rulings on often disputed topics):

I expect many battles to be completed under alts and I expect many battles to be completed on other servers to prevent scouting. These kind of factors are pretty bad for tournament security, and thus I will make this clear: If I hear any whispers of identity theft (battling as someone you are not) or proxy battling (helping someone else battle through pm) I will not be pleased and I will take severe actions.
Scouting
Next, I do not want to hear anything about counterteaming, at all. It is the silliest thing I have ever heard, any battler worth their marbles has more than one team. Do not complain about it. I also don't want to hear about any forceful scouting, whether it be spying on another teams irc channel or following your opponent around on PO. There is a difference between "ipl is known for using stall" and "let me follow ipl around all day to watch all his battles since I am his opponent". I expect a lot of the former and none of the latter.
With that said, I give permission to all battlers to ask any person spectating their battle to leave if they do not want them watching. However, given the fact that this is the big stage, I am sure a lot of people want to watch, so dont be too mean :)
Timer Clause
As for taking long between moves, if your opponent asks you to hurry up, please oblige. If you are doing a damage calc for a key turn that is one thing, but prolonging every move is suspicious and annoying. Don't do it. Furthermore, Battle Timeout is a rule for a reason. If you run out of time, you lose, simple as that. It does not matter what your opponent says. Do not battle if you think you will have to leave mid battle, and instead reschedule for a better time.
Disconnections
Finally, in the case of a disconnect, the decision is in the hands of the player who did not disconnect. The options are redo the battle move for move, redo the battle with the same teams but different moves, or redo the battle with completely different teams. If the battle was without a doubt over, they may also take the win. Any suspicion that a disconnect was committed on purpose to redo a match may be appealed to me, and if I feel this happened there will be severe consequences, don't do it.
