RU will likely lose Tangrowth but will likely get Shaymin. I'm a bit mixed, on the one hand as an offensive Grass type goes Shaymin is better and while not as bulky I can see it doing well with a defensive spread. It might fill Tangrowth's role while doing better in some offensive sets thanks to it's base 100 speed. But I can't deny that losing Tangrowth will be painful.

So what do the stats mean for PU?

cool, if it drops it goes straight through NU to PU, and its got a cool typing+defog+nasty plot/baton pass shenanigans.

oh boy. i could see a quickban. Cacturne is powerful. especially since it has multiple viable sets, like swords dance, life orb special, or mixed.

I'm sorry dude... But there are a few things in here that aren't just right...
PU will not get Togetic if it drops from RU... NU will get it and then if it drops again then PU can have it again...
About Cacturne, while Powerful and with a STAB Sucker Punch, is not quickban worthwhile... Isn't bulky, nor fast and then, it has to rely on SPunch to deal damage against a lot of the meta, which of course can be just played around with things like sub - WoW - offensive shit with enough bulk... I dunno... It might be overwhelming in practice but in theory doesn't sound as bad...
Finally about Zangoose... I feel that might one might be quickbanned as soon as stats go up, so... I doubt you could abuse it xD

Actually I am pretty sure that Togetic was in PU before RU snatched it away, so if Togetic drops from RU it'd return to the tier where it originally resided.

It's still weak to the most common mega in the tier and of the most threatening mons in general. If it was weak to some obsecure mon then whatever but it doesn't work too well when it's weak to something so common.
Gallade went straight back to RU when it dropped from OU, and that was before Megas were separated from the base mons.

That was because Mega Gallade dropped to BL, if he had dropped to UU, Gallade would have been UU too

Trying to be ready for Cloyster though. Honestly, from the possible drops to RU (Cloyster and below, possibly Machamp too), only Vaporeon and Shaymin seem not broken at all.

Neither Zangoose or Pelipper are banned from PU so if they have the usage to drop then they will be PU not BL4 (Zangoose has not even entered the tier ever so i don't know where you would get the idea it is in BL4 to being with)
Also, if Togetic was to drop from RU it would immediately drop back to PU as that was the tier Togetic was in before moving up
