Yes, either use Berries that remove 10 EVs at a time, see here: http://www.ign.com/wikis/pokemon-x-y/Berries
or just whack at the punching bag in the opening area of Super Training until you get a white reset bag. It always seems to help to hit the bag with a Pokemon that has 0 EVs. :)

EV reducing berries and reset bags for Gen 6 as well as berry jucies.

Yes, either through a reset bag or EV reducing berries.

Another idea would be to give pokes with useful EMs spanning different egg groups

Hacking pokemon isn't allowed. There is absolutely nothing wrong with using PowerSaves to clone/check SV or TSVs.
