Yes, if a pokemon was given an egg move at birth and forgets it, it can relearn it via move tutor this gen.
What I need to know is how can you breed Seismic Toss onto Chansey pre-Pokebank (so glad Seismic Toss is an egg move this gen!)? So far Serebii has the only Fairy-egg-group pokemon that can learn Seismic Toss at all is Chansey, and that's because Chansey could get Seismic Toss in the Gen 3 move tutors. So as best I can tell, the only way to breed Seismic Toss onto a Chansey this gen is to breed it from a Chansey that has been migrated all the way from gen 3 and learned Seismic Toss from way back then.

So I can transfer a 5th gen happiny/chansey over and teach it seismic toss with the move relearner (when bank comes out)?
No. Before this gen, Chansey could not learn Seismic Toss by breeding. The only way it could learn it was via a gen 3 move tutors.
I'm also guessing that the pokemon has to have been bred in THIS gen for the move relearner to be able to teach it.
