It is not anything revolutionary and will not affect smogon very much at all because it does not learn any ground breaking new moves.

IVs were out of 16 back then not 32 (0-31) and I think shinies had 11 or 12 all across the board.If I recall correctly, the game mechanics in GSC that determined whether a pokemon was shiny or not was a few certain combinations of its IVs (in order to allow trading compatibility with Red, Blue, and Yellow), the average of which never was higher than 20-21. That pretty much meant the red gyarados' IV range was always going to turn out shitty. :(
