Sleep isn't banned in regular 1v1 for the same reason I think sleep is fine: there is sufficient counterplay for it. Substitute, Lum/Chesto Berry, RestTalk users, etc. are all very viable things to run. I do agree that sleep is a particularly powerful strategy but it's just something that needs to be prepped for when teambuilding. Again, it's probably to early to say, but those are just my initial thoughts on sleep in PU 1v1.
