my ou team based mostly on sun victini and rain milotic

basically just my team. please correct things i could change(dont change mons just cus of their tier)

turtle (Torkoal) @ Eject Button
Ability: Drought
EVs: 248 HP / 252 SpD / 8 SpA
Quiet Nature
IVs: 0 Spe
- Stealth Rock
- Solar Beam
- Earth Power
- Gyro Ball

First is Torkoal, it can set up sun
The EVs in HP are to increase overall bulk, SpD helps prevent instant KOs from choice specs earth power and SpA are for overall moves
Stealth rocks are a big help if the opponent sets up, which goes pretty nicely with eject button in my opinion. Solar Beam and Earth power are just for some chip. Gyro ball is just...there

pseudo-dragon 2 (Milotic) @ Focus Sash
Ability: Competitive
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Rain Dance
- Hydro Pump
- Coil
- Dragon Pulse

Okay here is Milotic. It can help it certain situations. Idk what else for this line.
The EVs are your basic fast special sweeper.
Rain dance increases Hydro Pump's power and Hydro pump is there for STAB. Coil is mostly for increasing accuracy so Hydro Pump hits more. Dragon pulse is coverage.

woopy boi (Wooper) @ Eviolite
Ability: Unaware
EVs: 252 HP / 252 Atk / 4 Def
Adamant Nature
- Counter
- Muddy Water
- Earthquake
- Surf

Wooper can deal with alot of setup physical sweepers, but is also there for the memes.
The HP is to make it more bulky, and the Atk is for more power on counter. 4 Def increases chances of surviving the attack.
Counter is there for Wooper's main purpose. Earthquake is if any Toxtricity thinks they can Shift Gear in my face. The other moves are just there.

a (Victini) @ Choice Scarf
Ability: Victory Star
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Blue Flare
- Grass Knot
- Energy Ball
- Expanding Force

Now is my favorite, Victini. I chose to make it a Special sweeper since it has access to energy ball and grass knot.
Like Milotic, It's just a fast special sweeper.
First is Blue flare, a very powerful STAB move which has like 94 accuracy with victory star. Next we have grass knot to deal with specially defensive Seismitoad.Energy ball is for light waters. Expanding force can counter Lele teams or any psychic terrain team.

rawr (Incineroar) @ Weakness Policy
Ability: Intimidate
Shiny: Yes
EVs: 252 HP / 252 Atk / 4 SpD
Adamant Nature
- Acrobatics
- Blaze Kick
- Body Slam
- Brick Break

Next is our WP sweeper, Incineroar. I figured it would be better than dragonite as people are usually prepared for that, and this had intimidate.
The EVs are your basic bulky physical sweeper.
Acrobatics is great after WP activates. Blaze kick is some nice STAB.Body slam is for things that resist other moves.Brick Break is pretty much the same.

bird (Braviary) (M) @ Choice Band
Ability: Defiant
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Brave Bird
- Close Combat
- Facade
- Iron Head

Braviary can take down Rillaboom and the rare Tapu Bulu.
The EVs are your basic fast physical sweeper.
Brave bird is very powerful and has a STAB boost. CC is the same. Facade is if i get poisoned(very common) and iron head is for clefable

i think that building a team with both sun and rain might be counterproductive.
since victini in sun is way more effective than milotic in rain (or in any other condition probably), i would try to build a sun team around torkoal and victini.
this is the set i would recommend for torkoal:

Torkoal @ Heat Rock
Ability: Drought
EVs: 248 HP / 252 Def / 8 SpD
Bold Nature
- Stealth Rock
- Lava Plume
- Body Press
- Rapid Spin

it's just the stock set from the smogon strategy deck. you don't really need coverage on torkoal, he's mostly here to give you 8 turns of sun. stealth rock is always very useful and lava plume is the best damaging option for a utility mon like this. rapid spin is good utility and body press hits hard thanks to torkoal's high defense, but you can replace any of these move with something else, if your team needs it.

now, victini. you can do lots of stuff with victini, but i would try a heavy duty boots or a choice band variant. choice band v-create 2HKOs physically defensive toxapex in sun, while heavy duty boots make victini live longer and come in more often, while still hitting very hard thanks to the sun.

a note on your victini: giving two damaging move of the same type (in your case, energy ball and grass knot) to one pokémon is USUALLY (there are many exceptions to this) not good. you only have four slots and you want to cover as many things as possible. also i would not use a slot on a move like expanding force if i dont have a terrain setter in my team.

at this point, you could pair these two mons with another sun abuser (something like specs heatran, clorophyll venusaur) and then round out the team, looking for weaknesses and trying to fix them.

a couple of other miscellaneous things that might help you in the future:
- the damage Counter does doesn't depend on the user's attack
- weakness policy is best used on sweepers that are either very fast (like celesteela after autotomize) or on pokémon that become incredibly hard to kill when they set up (like cosmic power jirachi/mew); sadly, incineroar is neither of those things
