Miltank is a bulky Pokemon with high Defense, decent HP, and good Speed. This allows it to outspeed strong, but slow Pokemon such as Kangaskhan. It has access to a wide range of physical moves, such as Body Slam, but most importantly, it has a plethora of status moves, like Milk Drink, to make sure it is able to last for as many turns as it can. Sap Sipper grants immunity from any Grass Type move, meaning that Miltank is unaffected from commonly used moves such as Sleep Powder and Leech Seed. Due to its poor Special Defence, it is left vulnerable to Special Sweepers such as Samurott. Also, its mediocre Attacking stats ensures that substitute users are able to set up stat boosts, before knocking out Miltank.

Moves

Milk Drink is a crucial move, as it can restore HP that was lost by a strong attack, and can stall the match whilst the opponent takes damage from Toxic. Once the opposing Pokemon has been poisoned, Miltank can continuously use Milk Drink until the opponent faints. Counter is a risky move, but, if used correctly, can deal quite a lot of damage. If you predict a strong physical attack (from a Pokemon like Gurdurr) that Miltank will most likely survive, Counter will double the amount of damage dealt by the opponent. Seismic Toss works well with Toxic - as the opponent is slowly taking damage from poison, you can use Seismic Toss to take them down. This is also a good alternative to Counter if you are against a Special Attacker such as Lanturn.
Set Details

HP investments on Miltank is crucial as it will help it last longer on the field and it will allow it to take more hits without being easily KO'ed. The defence investment was also important to as there are lots of strong Physical Attackers out there, so this will allow it to take less damage from moves such as Brick Break or Fire Punch. The rest of the EVs go into Special Defense, but it isn't mandatory. However, there are some strong Special Attackers out there, so investments in SpD wouldn't hurt. Finally, Lefties on Miltank means it can restore a bit of HP every turn, alongside Milk Drink, making sure it is able to last for a few more turns.
Usage Tips
========
Scrappy is useful for those pesty Ghost Types such as Mismagius which have a wide access to various Special moves. Whenever you suspect a strong hit, you have two options. You can either use Milk Drink to replenish Miltank's HP, or, if you were attacked by a Physical move, use Counter to deal twice as much damage. Milk Drink can also be used to stall out Pokemon that are poisoned. On the other hand, if you're against a Pokemon with Guts, inflicting a status ailment on them wouldn't be the best thing to do. Seismic Toss can be used when you feel that the opponent has access to weaker moves which won't deal a great amount of damage to Miltank.
Team Options
========
Scyther is a good team-mate for Miltank as it can check Fighting Types, Miltank's only weakness, with moves such as Air Slash or Aerial Ace. Furthermore, Miltank, if it had Thick Fat, would be able to take Fire and Ice moves, thus making them a good pair. Psychic Types work well with Miltank, as they are able to check Fighting Types, and Pokemon like Xatu can clear away any traps that could potentially change the fate of the player.
Grass Types such as Lilligant are also good partners, as they can clear away any status ailments from your team. Burn causes Miltank's Attack stat to decrease, so it's important to have a Pokemon that is able to get rid of statuses.

Other Options

Miltank has the choice to use Choice Band, but there are other Pokemon that have a better need to use it. Besides, Miltank needs all four moves in order for the strategy to work correctly. Using Body Slam again and again means that your opponent can easily predict what's coming next, and can just switch out to another mon, or start building up stats with moves such as Bulk Up. Thunder Wave is a good supportive move, but wastes a move-slat, and Body Slam can paralyse the opponent anyway. Fire Punch isn't an overly strong move, but is useful against Steel Types, since Body Slam isn't very effective against them. Earthquake is a better alternative, but Gengar and Skarmory are unaffected by it.
Checks and Counters

**Skarmory**: Without Fire Punch on Miltank, Skarmory is hard to get rid of. This allows it to set up Spikes, meaning that your Pokemon take damage when they are sent in. Once Skarmory is successful setting up traps, it can just use Whirlwind to make sure your Pokemon take damage from Spikes.
**Dusknoir/Spiritomb**: These two Pokemon both have good Defence, meaning that Body Slam won't deal that much damage. Furthermore, they have access to Pain Split, which will steal Miltank's HP, and Will-O-Wisp, which will reduce its Attack stat. Both of these Pokemon can use Taunt, preventing Miltank from recovering itself from the burn.
**Weezing**: Statuses can cause problems for Miltank, even though it has Heal Bell. This is because Heal Bell has limited PP, so Weezing can just spam Toxic until Miltank runs out of PP for Heal Bell, thus forcing it to take accumulating damage from Toxic.
