Lucario is an amazingly diverse pokemon with extremely good mixed stats, with both over 110. Another very cool thing about Lucario is an Access to several priority moves, including the extremely coveted extremespeed. He is also one of the, if not the fastest offensive priority user. I got this idea from a dude in random matchup who wasn't an EV trainer, but had Extreme speed and Dark pulse on a lucario.

This guy is focused on priority attacks and hitting hard to kill a weakened opponent. vacuum wave is the priority special attack that you attack with. Lucky for Lucario, he had tremendous mixed stats and stab on this attacks. Extremespeed is your physical attack, and no doubt the best offenisively. 80 base power is twice as much as other priority attacks as well as a higher priority, at +2 instead of +1. If you don't know, both of these attacks don't touch pokemon of the ghost type. That is where Dark pulse or shadow ball comes in. Which one you choose is up to you. Some people like the possible defensive drop of shadow ball, and some prefer the possible flinch of the Dark Pulse. Bullet punch is my fourth attack. It is kind of a filler. Another idea was aura sphere. Due to the evasion clause, the 1,000,000,000% accuracy isn't really that useful. What is useful is the fact that it is special.
CHECKS AND COUNTERS
If you run the Choice Scarf Set, you risk walking in on a revenge kill and then the next pokemon sent out being ghost. While not to common to the smogon server, but seemingly common on the youtube battles you see, Cofagrigus could totally wall this set. Another big ghost that poses a threat to the set is Jellicent. While not as bulky, chandelure can come in on an attack and not take anything and respond with a ridiculously powerful fire attack, which lucario is weak to.
COMMENT: While I know that a lot of people are masters at breeding, both Vacuum wave and Bullet punch are egg moves and unless you use move modifier cheat codes on a father, your only option is Hitmonchan.
PARTNERS
Flying types without a weakness to fire are very useful. Gliscor is a really good partner because if you tried a type chart, gliscor resists all the types lucario is weak to and lucario covers most of the types gliscor is weak to.
