Competitive Use: Fast, and powerful Special Fighting attacker that can be “mixed” thanks to Secret Sword, bypassing RegenVest sets like Dialga and Kyogre-Primal. Competitive Use: Ensures high critical hit moves always critical hit: Crabhammer, Cross Chop, Stone Edge, Leaf Blade, Blaze Kick, Aeroblast, etc. Is It OP?: No, for moves without a high critical hit ratio, it only boosts the likelihood of moves dealing a critical hit, while Life Orb and Choice items provide consistent damage boosts. Likely users: Keldeo, Cobalion, Virizion, Terrakion.

I love the suggested slate, Empoleon and Altaria-Mega fit the goal of this thread, with the emphasis on diversity, and it will be a great first slate for Zovrah to help implement his councilship .
Okay so, Anaconja has said before that mbh has two goals. The primary goal is to allow for a more diverse meta by buffing mons with typings that have the potential for a niche, but normally have lackluster stats which prevents this. The secondary goal is to maintain a balanced metagame while doing so. In the past he hasn't exactly been very focused on that, causing us to have several slates that had minimal direction from Anaconja himself. These slates brought about additions to the meta that are questionable when keeping in mind our goals for this meta, and I believe they are worth reevaluating.
Spectral Thief: as of right now I don't think original spectral was really all that good (consider that set up is still a menace and this only makes it stronger) this is not to say that spectral thief is not a good move, but that not so good it warranted nerfing. Versatility: Its like tc and sf but worse bc it doesnt effect your stab. Nothing does nor will use this; doesnt encourage diversity Illuminate: Though its arguable (though doubtful) that nerfing dark and ghost causes things to use other types as coverage, I counter that it stagnates diversity by making giving the already dominant ghost and psychic typings a way to take care of their few viable weaknesses. Gives no pokemon any niche, only makes some already good ones better. Brightpowder: same as Illuminate zzz 65 BP Move nerf: This was a stupid idea, it gives technician more options but makes a ton of other things worse, and again only really gives more options to the one already good technician set (mmx).
Pokemon-wise there's: Absols: Not really sure what a frail dark/normal type does, and this is the case with Lapras, Articuno, and Persian-Alola (ghost and normal is a cool typing but with such poor bulk there's not much point)
Of course, nothing is concrete and the entire purpose of this is to talk about it. Disagree with something I listed being unfitting of the metagames goal? Tell me about it. Go ahead and suggest other things you think are worth another look now that we are more focused in the direction we'll be taking the metagame.

So for Persian-Alola, I didn’t want it to outclass Marshadow, as an automatic Imposterproofer, especially with Moongeist Beam having more universal utility than Spectral Thief (I.e. the foe might not boost so Moongeist has more of a reason to use), and Boomburst has 0 drawbacks besides Soundproof (while being able to hit behind subs, while Close Combat has negative side effects), I thought it would be okay because Marshadow is physical and Persian is Special.
Persian-Alola is basically what Soundproof Arceus in BH wanted to be: Dual STAB, faster than Gengar-Mega, and can be Imposterproof with just Spore and Bad Dreams, or Dread Plate Judgement.
I didn’t want to break the BST rule, nor make it bulky enough to be better than MMY, as Ghost and Normal STABS can be pretty decent compared to just Psychic STAB.
However, I do know that Chessking345 made a VR ranking back in November and listed it as D due to being frail while not as threatening as Deoxys-A, and on Discord Anaconja said we can boost the stats by 200 max, not 100. This means I can make it better, and therefore worth the unique typing niche it fills:
I think it would be best to either focus on one offense, like Gengar-Mega, or focus on more bulk by adding HP.
I know Anaconja doesn’t like min-maxing, but I have seen that occur multiple times on both submitted and successfully voted in slates of Pokemon stats.
So in addition to Persian-Alolan, I think we should re-open the discussion to state the rules:
“What are the min-maxing limits, I.e. Speed lowest base, how different can stats be gap wise?”
It wouldn’t make sense to state that a Sweeper has to have high bulk for no other reason than anti-min-maxing (look at Gengar-Mega, Deoxys-A, etc.)
I also felt like if I submitted something that was good it was stated it outclasses something else, but I think what we should establish is “how much is too little of a buff to be good enough, and too much to be overshadowing or overcentralizing”?
I.e. Does my Persian overshadow Gengar-Mega due to Speed and an extra Immunity, no reliance on Judgement Plate, and the ability to abuse STAB on Normalize sets?
If so, should I make it Physical? But then, would it compete with Marshadow? Secret Power would be a Normal-Type, since the Primary Typing is normal, so it wouldn’t be able to use it with Normalize.
I could see it using a Guts set, if Physical, thanks to Facade, Spectral Thief, and Imposterproofing with Spore, and a Filler move. But does that outclass PH Regi/Slaking because it doesn’t need to set up with Shift Gear to be fast, and thanks to Guts, it deals more damage than Regi / Slaking.
If I make it bulky, does it outclass Arceus?
The dilemma is based on unclear directions on:
1. What makes something at risk of being rejected?
2. What is the final and official ruling on the highest BST, and the highest + amount to BST?
(I.e. if something has 350 BST can I make it 600, or is it capped at +200 so it is just 550?). Does Eviolite, or Rock types that can use Sandstream come into play for BST or limits on Def or SpD?
3. Let clarify the rules against min/maxing (and what constitutes it). For example, if I have a wall submission, how low is too low for Speed, since it shouldn’t outclass / replace something else already in MBH — **but If you don’t make it slow, then it risks being outclassed itself, when it comes to slow pivots / anti-Core Enforcer, and the submission is considered not good enough.** For example, Empoleon as a Water / Steel Type will be a great defensive wall, with 11 resistances, but will it be wrong to give it Base 50 speed? Base 40? Base 60?
4. Let’s establish the main goal: how diversity works in the metagame itself- in event that while Pokémon may be a different type, can serve a similar role (offensive / defensive), for example: a Ghost vs Dark offensive redundancy.
5. Establish the other goal: and therefore you want it to be good enough but not so good it replaces something currently in use.
For example: when I submitted my Darmanitan-Original (Fire + Dark), I had to ensure the 130 Atk was high enough to accomplish being a Sweeper but low enough so it’s V-Create wasn’t overpowering, and factor in both abilities and items such as Tough Claws and Life Orb. (I.e. Get Strong 2HKOs, not weak 3HKOs, and not overwhelming 1HKOs).
I don’t want to sound picky, but with the council started, and our break between slates, it would be good to clarify all of the above.
P.S. I am doing this for the overall goals. Persian was just a way to show how my thought process felt limited by unclear limits and expectations.

For example, if we were to buff a mon with near 600 bst, then it would obviously be limited to a maximum addition of 100, and maybe not even that high as to prevent mbh from becoming bh with only a power creep. Yet if it was a mon with around 400 bst, the limit for how much you can add would be more lenient.
The issue here is that there is no concrete way to define what minmaxing actually is with only words. Concepts like this are best explained by examples. The classic example of a minmaxed mon is, of course, Deo-A. Why would you consider it minmaxed? Because it's stats are spread in a way that is meant to minimize defense in exchange for maximizing offense. Of course, that doesn't encompass all and every example of minmaxing there is. Another mon I personally would consider minmaxed is Chansey, since it has stupidly low defense in order to compensate for its stupidly massive HP. If you really want a definition of minmax, the best I can really give you is deliberately taking away a significant amount of one stat so you can boost another, and I don't think even that covers any possible case.

I have to say that this is pretty overpowered. Ground/Dark is already a frightening offensive typing, hitting both Steel-types and Giratina, so you should tone down its attacking stats a little bit. Maybe keep the BST around 600?

I'm mainly just worry it's not hitting hard enough, though I will tone it down to 600 to make it more manageable. I wanted to focus on it being able to kill Gengar (hence the special attack for Revelation Dance) and Giratina (which in my calcs was 3HKO by the moves with 252/252 defense investment without boosts from Krookodile) while still able to knock back Steel types. This is taking into account this pokemon has severe weakness to Refrigerate and Pixilate. (though Galvanize it can check).
I actually feel like this is too underpowered, but I wanted to keep Torterra’s unique Grass/Ground typing, which you’ll notice I swapped to Ground/Grass, as I believe Ground Revelation Dance is better. I don’t believe it’s bulk is anything out of the ordinary, and may not be the best. But a calc like this worries me the most. Then again I’m not really too familiar with this, so it may be worse/better than I imagine.

While I’m not 100% certain of the speed tiers, I’m fairly certain that a scarfed Bisharp would pack quite the punch, and for a fair amount of speed. With + speed, this should be able to outspeedbase 130s (right?). It’s offensive capabilities, while maybe not the best, are pretty ok. Steel isn’t exactly a huge offensive typing, and while at first it could just look like a worse Kartana there are a few, if small, advantages to it. For one, it can’t be affected by prankster, and is physical, making it a powerful Power Trip abuser. Steel typing stops it from getting Toxic’ed, and stops sandstorm (or hail) from withering it down. Which works especially well if you are to hold a focus sash. Dark typeing while ineffective vs. Fairies, is supported by it’s steel typing, letting it deal with Pokémon like Mega Diancie, Xerneas, and Mega Audino. Sucker Punch also gives it an advantage vs Psychic offense carrying a fighting coverage move like Mega Mewtwo Y.
Competitive Use: Naturally Prankster immune steel sounds very cool, especially since it has Sunsteel strike.
Is it OP?: I wouldn’t think so? But the fact that a good number of walls have weakness to it’s STABs is scary (Aegislash, Audino-Mega, Giratina). Sample Set(s):
