Bullshit. I see in the UU and higher, complete Volcanion and Hoopa. Logic = Shot down.
Take it down a notch. Just because data was mined for the two does not make them valid nor released. Smogon has historically waited for official releases before throwing event Pokemon in.
Hoopa was released on July 5th, and there's an event for it going on now. So yes, Hoopa can be done.
