Yeah, because as more town members are cleared by the vote or by claim, it effectively becomes, at best, 4/(x-f) odds for the feds to snag within that pool (where f is the number of times that feds were voted, just about needing to be 1 at a minimum for fed leader strats to emerge). If all 4 feds are voted and no miscommunication occurs, the odds become a flat 40%.
However, assuming no coordination, the odds effectively becomes like 16/x⁴ or something. So the meta becomes 'public scum leader that uses earlier inspect targets as a code'.
