With four confirmed smugglers, and only one confirmed fed, it is now imperative that we limit damage by passing to feds.
In the majority of worlds in which smugglers lose, we do so by allowing fed at least 4 pts by passing to them. We are currently at 2.
Feel free to use high confidence reads and revealed smugglers to choose who to pass to—randomize between 8 or so targets.

You can't really enforce that but regardless it legitimately doesn't affect that much other than just like my will to deal with retroactive sheeting and my already nonexistent will to iso.
