No. Stantler also works but you have to teach it Energy Ball TM.

I THINK I'VE GOT IT! :-D

Lotad (Energy Ball L43) ---> Chikorita ---> Seedot ---> Stantler (Hypnosis L10) ---> Vulpix

While I didn't double-check it, assuming the path MultiKoopa posted works I would definitely do that, it's a bit more work than using the TM on Stantler would be, but it saves you a TM which is more valuable in the long run, imo.

Lotad can breed directly with Seedot. That takes a step out of the chain.

Or you could just breed a good Smeargle and then Sketch both moves.
