The year is 1994. Three years on from the collapse of the Soviet Union, Europe faces an uncertain future. With the demise of the great communist threat, the United States has no interest in continuing to act as Europe's protector, preferring to focus on domestic issues. Their withdrawal caused the collapse of NATO, to the point that it's basically as dead as the Warsaw Pact. Fledgling notions of a European Union never got off the ground as each of the major powers sought to consolidate their own influence. Slowly but surely, the continent sinks back into its old ways, adopting the kind of power politics from before the two world wars. The big dogs are playing poker, and the small powers are left to be divvied up among them like mere chips. Britain, France, Germany and Italy return as great powers, while Spain also presents a new challenge with their involvement. Further east, a new Russian Federation must reckon with independent Polish and Ukrainian neighbors, Turkey revives their long-dormant imperial ambitions, and Egypt rises up from beneath the Mediterranean to claim their own slice of the pie. How can such a cocktail of hungry sharks create anything but all-out war?

That's right everybody, it's time for another variant map. After the endless intrigue and shenanigans of American Diplomacy, I've been anxiously awaiting the next opportunity to showcase another of my favorite variants: Modern Diplomacy II, a more up-to-date representation of Europe than we're used to from Classic. Complex enough to provide a good challenge, yet familiar enough to have wide appeal, it's a wildly good time when you can get 10 people together who actually like talking... good thing we've got plenty of those people in Circus!

Important Notes:
- Please follow all Smogon and Circus Maximus forum rules, both here and in the Discord.
- The game will use the Modern Diplomacy II variant map made for ten players.
- Powers will be assigned to players at random after the sign-up period.
- Private communication is key to success in Diplomacy, but I want to keep it centralized in one place for a better postgame and spectator experience. Therefore, joining the game Discord is mandatory for players: https://discord.gg/mRMXhShstB. There will still be a game thread where players will also be free to post.
- Orders should be given to me privately on Smogon or Discord before each specified deadline. If you fail to do this, it will be treated as an NMR (No Moves Received) and all of your units will hold in place.
- Spring and Fall order phases will last for 48 hours each after the previous results have been posted in the game thread. Retreat and build phases will last for 24 hours each. Deadlines will not be extended to accommodate late order submissions, but the game may be paused for a certain period if at least 2/3 of Powers vote for it.
- I will be using WebDiplomacy to process orders and adjudicate the game, with screenshots of the board being posted in the game thread each turn.
- If you miss multiple phases of orders in a row, I will sub you out or find you a partner to help you finish the game.
- You are not allowed to screenshot OR copy-paste chat logs for use in the game. If I catch someone doing this, they will be warned and then subbed out if it happens again.
- This is a Build Anywhere variant. Players will be allowed to build new units in any vacant supply center they own.
- Due to the significantly higher center count of Modern, 33 supply centers will be required for a solo win.
- Cairo, being the home of the Suez Canal, works the same way as Kiel/Hamburg and Constantinople/Istanbul do: fleets can freely pass through them without any concern for coasts.
- Draws can be proposed at any time during a Spring or Fall turn. Once the draw is proposed, I will ask each player privately if they would like to end the game; if the vote is unanimous, the game will end. Draws will include all survivors.
- As with most SmogDip games so far, hydras are allowed and perhaps even encouraged due to the complexity of this map.
