Reasoning: Probably Ubers or AG, the whole idea was to represent the collective whole known as DougDoug's Twitch chat as a Pokemon. DougDoug often gives the chat control of either a character or the world, and as a collective whole, they often fight each other and don't get anywhere. However, when they do work together, the results can be disastrous or extremely helpful depending on the goal. This inspired the Pure Chaos move, which will probably(definitely) be banned. Environ Control is based off challenges where the chat must stop the player from completing a certain goal by controlling the world. Overcompensate is for the chat's inability to make precise movements. Most of the most moves come from things like the GTA mods or select moves from games they've played like Mario or funnily enough, Pokemon.

Reasoning: Penny Polendina is an android created to protect the city of Mantle. As just a robot, she has a ton of swords concealed in her back, which are her signature weapons, AKA Floating Array. She can use them to pick up objects, do sword things, shoot lasers and block attacks. The electric steel typing is due to her being a robot. She gets most of her steel and electric attacks from this, as well as Magnet Rise, Fly and Acrobatics due to her Rocket Boots keeping off the ground during combat. Sacred/Secret Sword is from her signature weapon, as well as the Order attacks. Aura Sphere is a reference to how her maker gave her part of his soul. Memento is a reference to the fanbase's reaction to Season 3, as Penny got turned into quarters and a ton of bad things happened. The rest of her moveset comes from her inheriting the power of the Winter Maiden, a being that uses magic, which can basically do anything. As Penny hasn't used the powers on the show as far as I've seen, I'm basing it off the other Maidens and the former Winter Maiden. The other Maidens had control over elements and the terrain, and while some chose to specialize, others have demonstrated an ability to use all sorts of elements to attack. Origin Pulse is there for flavor as this was a power from basically the gods.

A Twitch chat is (rightfully) a collective of real people, therefore illegal to submit here.Also, how strictly are you defining character? If you define it as an entity (with agency?) in media other than video games, which is what I took it as, then in this case, it is a character as it is the driving force or main character of many of the videos. I don't mind removing but I want to have a clear definition for the next time I make a submission.

Ability-wise, he gets Oblivious for being particularly air-headed, Moxie because its Japanese name translates to "Overconfident" (a personality trait), and No Wi-Fi because his plasma counteracts Haumea's electrical manipulation of thought patterns.
Feint (Attack) and Sucker Punch stem from the trick he uses to get by the feelers of Dr. Giovanni's insect form (can't have your thoughts read if you're not thinking), while Detect and Foresight are based on Benimaru's teaching to feel life on the battlefield.
