I think the massive amount of snipes are occurring because of the low levels of the giveaway Pokemon. If we raised each of the giveaway mons to level 51 people wouldn't snipe stuff as easily.

Edit: I'm sure someone could be purposefully sniping things. It's easy for someone to breed a frillish/phantump/litwick etc. before Tangela even gets to their request.
 
This is what I found of the people who followed the rules. If your Pokémon is not listed here, that doesn't necessarily mean that you broke a rule though.

You're not wrong about the level 1 thing, but that is not the whole story. Some people just keep depositing terrible fodder mons without checking to see how popular they are on the GTS first.
