Earthquakes are nasty things, wouldn't you agree? and the pokemon attack is a truly vicious one; High BAP and quite destructive. Now, As the arena description describes, the webs are fastened to concrete, and the web is sturdy.
However, we've seen some previous damage: four holes to be exact. Now, while this surely cannot cause the demise of the beautiful webbing, Earthquakes can; But the web is sturdy enough for such attacks! Yes, it is quite the armor. Sadly, the armor has a few chinks... four, syclant sized chinks.
Now, If you have payed attention to the battle, Earthquake has been used three times prior to where we stand at the moment. Twice by a Syclant, and Once by an Armaldo. Two Powerful bugs, one with an item to boost its Earth Shaking abilities, and the other with bulk and weight. In perfect condition, the Web should be just fine, maybe shaking violently to cause damage to the enemy. The Concrete keeps it firm though, and would not break.
But we go back to the holes. Now, i do not belief a single earthquake from a pokemon could cause the whole web to be destroyed, unless the web was ridden with huge, gaping holes. But, after 3 Earthquakes, the holes my Syclant made would definitely grow larger, the web being weaker at those areas, and thus ripping during the seismic activity. By now, after this has happened multiple times, the holes should be more comparable to rifts in the web, and the structure as a whole is much weaker. A fourth Earthquake, one caused by the Bulky brute that is an Armaldo, should be the straw that breaks the camel's back.
Also, My dear opponent's instructions have Armaldo avoid the holes, standing solid and away from them. But, comparing the size of the holes/large gaps in tandem to the arena, it would seem like the best place for the pokemon to stay furthest away would be the center of the arena, the holes surrounding his outer reaches. Now, if Armaldo were use a powerful attack such as earthquake, when there are at least 2 gaps in the now frail webbing surrounding him, what do you think would happen? My guess is his attack would cause the holes to rip apart enough to connect, and a large portion of the web would give away; the part that Armaldo has decided to stay put on. Now, as we have not discussed where the holes exactly are, and how close/far the pokemon are from them, this is debatable. But you must realize, after multiple wear and tear attacks on the arena, the holes have indeed been ripped and become larger, and the web is a size where no matter armaldo would be standing, he could be directly affected by the holes ripping large enough to have web detach/fall.
Now, It is possible That Reginald could be affected by the web falling. In that case, I will command accordingly.
First Action
Sensing Armaldo's future attacks will cause the parts of the web to break off, and cause either himself or his enemy to fall, Reginald will use Aquajet to surge into the air, using the force of the aqua jet to break through the top web barrier. Reginald will then land safely on the upper web, while armaldo rock blasts his substitute.
Second Action
Reginald will chill, to restore energy (reginald is on the second level now)
Third Action
Reginald will chill, to restore energy
Note: even if the web will not break, even though it's been battered quite so, reginald should still be able to aqua jet to safety on the top web. powering through the web should be no big task. if the aqua jet for some reason could not allow reginald to access the second web, please pm me so, and i will reorder
