The threat of a support move back into Sev will force Austria to support hold it with Rum. I especially caution Russia against going Mos > Stp, as this will allow Austria to submit Sev > Mos and Rum > Sev to pickup two centers this turn, and they will be WAY too far ahead to stop at that point
