you should fix the language a bit. For example calling it a “troll pokemon” won't be good. If your going to put humor in an analysis make sure its forum accepted humor.
 
Return really deserves a slash with Toxic. I've seen a few matches where the Bibarel user got his ass handed to him because a revenging Water or Dragon type wouldn't die to Waterfall. Also, Toxic does nothing for him lategame, and STAB Return could be useful where Waterfall just won't cut it.
 
Inconsistent is probably the only set worth mentioning, really. Bibarel is too slow to sweep with Cheer Up, and its defensive set is easily walled by the omnipresent Nattorei.
 
I was thinking the same thing until I did this calc just now:

+2 Bibarel's Quick Attack: 83.4% - 98.3%
Lucario's Espeed: 88.1% - 104%

Pretty legit. Of course, you're only using Bibarel for Inconsistent, but hey, it's a viable in its own right.
 
When using an inconsistent set, I found it muchmore useful to have equal att and spatt evs and have both a physical and special move rather than toxic.

why would you need both a phsyical and special move though? I could understand wanting both a physical move of two types (Frustration and Waterfall, which are both walled by Burungeru), but I dont see the reasoning behind two moves of different spectrums.
 
High OU is a bit of a stretch isn't it? Let's not forget that its BST is 410. It's highes stat is attack, sitting at a pitiful 85. Also, your opponent is going to be a sitting duck waiting for you to get the 1/8 chance of an evasion boost.

This thing has been nominated for Ubers. I would check out the Inconsistent thread or even the Suspect Nomination thread for proof. There are plenty of logs showing how broken this is.
 
Hey, you do realize this guy doesn't learn Aqua Jet, right? I was building a team just now with the Cheer Up set and was sorely disappointed to find it nowhere on team builder OR Serebii. Huge deterrent, if you ask me. :/

On the brightside, I was very pleased to learn that Thunderbolt has a chance to OHKO that annoying Burungeru after rocks. Maybe you should mention that somewhere in the analysis? This is the kind of stuff a player really looks for to gauge how effective a certain set is.

Oh, and I don't think that comment about his movepool being barren is valid at all. His stats are bad, but his movepool is actually pretty amazing. Off the top of my head, his good moves are Taunt, Superfang, Thunderbolt, Ice Beam, Grass Knot, Superpower, Shadow Ball, Stealth Rock...if he had better stats like Jirachi or something, he'd be pretty high-tier OU.

Ooops... I don't know why I assumed it had Aqua Jet.
But I'll add Burungeru into the calc section.
And his movepool isn't necessarily barren, it's just that his stats don't support his movepool. He has plenty of special attacking options, but his special attack is just bad. But I guess I'll just change that around.
 
By the way, I noticed your calc for a +2 Tbolt on Burungeru was a lot lower than mine: 81.7% - 96.5%. Same as the one I did earlier when I made that earlier post. Are you certain you set the defenses to 100/105? It should be a straight KO after SR, not a 2HKO.

EDIT: Wait, forgot about Simple. It automatically doubles the stat boost when you set it to one stage on the calc. So yeah, you're right, it's a 2HKO.
