Well... in this meta, 135 Speed is incredibly scary, as you basically outspeed every relevant mon, and Sugar Bag is only one turn. You should def lower the Speed by a lot to be honest.
Excellent ability, great typing, great bulk, AND Recover? Yeah nah this is literally fatter Gastrodon with a way better typing, so you gotta nerf it oneway or the other. You could for example remove Recover, as it's way too good on this one (remember, 32 PP Recover).
Abilities: Confiscate Added moves: Diamond Charge, Hyper Beam, Soul Drain Description: Did you know Sableye doesn't get Hyper Beam? I sure didn't. Anyway, this expands on Sableye's incredibly small niche from ADV OU as a spinblocker that can't be touched by Claydol's Psychic by giving it actual stats. Flavour: A larger cave gremlin creature with a hoard of gems that it's guarding enviously.
Abilities: Sand Veil / Overcoat Added moves: Earthquake, Mud Bomb, Poison Darts, Rapid Spin, Rock Slide, Sandstorm, Spikes, Thorn Whip Description: High speed spinner and spiker that gets walled and spinblocked by Gengar. Flavour: Bigger Tangela type creature, but in the form of a thorny tumbleweed a la Brambleghast from later generations.

Abilities: Insomnia / Thick Fat Added moves: Cyclone Scatter (Defog is added back for Delibird since it already has it in official Gen 4) Description: Delibird with actual stats and one massive Speed by Ice-type standards, and so that we get an OU viable Ice Pokémon in this Pet Mod. Although it’s Attack and Special Attack are considered as average, the combination of Hidden Power Fighting and Defog means that Tyranitar cannot afford to switch into if Sand Stream isn’t already set up. Thick Fat helps allieviate it’s Fire weakness and makes it effectively resistant to Ice. Flavour: Overweight elf owl-like bird that help Delibird prepare for deliveries of all sort. Despite evolving from Delibird, they simply follow any unevolved Delibird like it were their leader, and only one Delibird will remain unevolved within a flock in the coldest location of any region.

Evolves from Skiploom by trade while holding a Metal Coat
Design: based off a drone, Skiploom's flower petals extend out as sharp helicopter blades while the middle blooms into a yellow lotus flower, the body turns blue but a paler shade than Jumpluff and the ears and legs become more aerodynamically positioned towards the back.
Competitive role: having to stick to Jumpluff's bst means it really isn't great either offensively or defensively, but it will be the fastest sleep powder user aside from its counterpart and with a much more potent typing and the ability to deal non-negligible damage with 85 attack and swords dance (albeit it is by no means a sweeper given its lack of coverage to hit steels or fires for any real damage)
Its natural immunity to sand and spikes makes its subseed sets quite threatening although its defenses are still very unimpressive especially if it invests in speed. It gains access to spin but compensates for its natural sustainability by struggling to hit Gengar.

Arbok has basically never been good, so I don't feel too worried about buffing it to... make it good. Also has, like, shockingly good coverage for some reason, at least by gen 3 standards. How does it make the earth quake?

Description: Mon that can switch in on sleep attempts, and avoid Spikes damage. Notably intended to threaten mons like Breloom, but can function as a wallbreaker. Flavour: Battle-hardened condor/bird of prey-thing with a tough, imposing appearance (kind of like staraptor. god i love staraptor.)
Ability: Cute Charm / Fluffy Movepool: Covet, Heal Bell, Protect, Return, Seismic Toss, Toxic, Wish Description: It's kinda hard to design a plausible common early rodent within the power level of the stuff that exists at this point in Pokemon history (the highest BST regional Normal currently is Linoone, at 420, for reference) that would also be OU viable without some terminal modern gen minmaxing, so here's something with a little more defensive utility that can hopefully find use in some theoretical lower tier somewhere. Who knows.
Description: Bulky phys Electric type that can Pursuit trap things if that's something you're into. Kind of like an actually functional Luxray, which is kinda cool with a lower power level such as this. Flavour: its gorotora. finally he's home and real. my beautiful son
Flavour: A typical peacock, the male has its famous tail with eye patterns on it for the male. The female is smaller, yet much more aggressive with a strict look. Competitive role: For the male, the second defensive user of Intimidate with Arcanine, but with an immunity to spikes yet more passive because of its underwhelming defenses. On the other hand, the female can use Calm Mind combined to its stabs and Heat Wave to hit really hard or decide to sacrifice Hyper Voice to use HP Fighting unless you are already able to annihilate Tyranitar.

The Revolting Pokémon An unsightly bird Pokémon that scavenges on decaying foodstuffs, which it coverts in its gut into a viscous, smelly goo. It defends itself by spitting this noxious mass back out, making a horrible mess that puts off all but the most determined predators.
It prefers to use its terrible stench to drive other hunters away from choice carrion. When there's nothing to scavenge, it will spray its toxic stomach contents at smaller Pokémon to incapacitate them, before moving in to finish them off.
Flavor/Design:
A tall, unattractive bird Pokémon that spends much of its time on the ground, this long-legged carrion bird takes to the air only when necessary - its 5-foot-tall, 108-pound body is hard to get off the ground, after all. Its overall appearance, apart from scale, is like a mix of stork and vulture, with a bald neck and face and scaly feet but feathered everywhere else. Its skinny legs and feet have four toes on each light red, scaly foot with one facing back; the front-facing toes bear long, black, straight claws in a manner suggesting a fork. Its body feathers are purplish-black with a white underside almost like the inner part of a fancy tuxedo, while the flight feathers on its wings and its fan-shaped tail are shabby and pale purple-gray. There is also a white feather ruff at the base of the neck like a shirt collar, while the neck itself and its head are naked and a light reddish purple with several short, ratty black feathers like scattered hairs on the back of the head. Its long, straight, sharp bill, meanwhile, is gray in color with a shape reminiscent of a kitchen knife when closed. There is also a kink in the stooped, vulture-like neck with a pouch dangling from it that is purple in color and shaped like a diner's bib; this swells up dramatically and turns even more purple when it's spewing the poisonous sludge it stores in its gut.
Gameplay Info:
Suffice it to say, Crobat, this ain't. Sure, Marabile is a mixed attacker with the potent offensive stats needed to deal serious damage with its Cyclone Scatter and Gunk Shot attacks, but its Speed stat isn't anything to write home about and if anything it'd need to rely on its decent bulk and the resistances afforded by its typing - particularly a double resistance to Fighting - to switch into things that could threaten its teammates and strike back with punishing force. Of its four type weaknesses, the Fire attacks it learns come in handy against Ice, but the other three can only be covered by separate types - Grass for Rock, Ground for Electric, and Dark for Psychic. As such, Marabile will be stuck with only two coverage types aside from its STAB, leaving it wide open to the other two without the proper team support. Natural Cure is a useful ability to have when up against things that could potentially hobble it with status, but Guts with a Flame Orb isn't a bad idea, either - even if the burn damage will likely put it on a timer, the fact that it naturally learns Recover makes that less of a problem than it otherwise would be, even if it'd have to sacrifice one of its coverage types and leave itself even more vulnerable to make use of it.
The Tiny Bird Pokémon A small bird Pokémon that lives near water. It sifts through the sand with its long beak, but seems to dislike getting wet.
They live in large flocks on the edges of rivers, lakes, and the sea. If attacked, they spit a sticky slime that's difficult to clean.
Flavor/Design:
A small plover with plumage of gray and white, its feet are light red and its beak is gray; its orange eyes also have a purplish black mask around them like a bandit. It has black tips to the upper parts of its wings, while the undersides are white.
Evolves at level 14 into...
The Trash Bird Pokémon It prefers food that has begun to rot, storing its meals in a pouch in its throat. If attacked, it will spit a foul-smelling, rotten sludge in the face of its enemy to blind it.
A scavenging bird Pokémon that lives in wetlands and feeds on carrion. Occasionally, it can be found in city landfills, where it gorges itself on garbage.
Flavor/Design:
A pale purple-gray ibis with naked reddish purple skin onwingtip, and the upper half of its rather long neck, its equally long feet are light red, and its long, downcurved beak is gray. It has feathers around its neck arranged like a diner's bib, and these, the wingtips, and its tail feathers are dark purple. There are also lighter purple stains throughout its body as though the grime from its past meals has permanently stained its feathers.
Evolves at level 34 into Marabile
The earliest version of this design was a single-stage condor and was actually submitted several times for another pet mod but didn't manage to get in at all, so I figured it'd be nice to submit it here with a couple of tweaks to fit the slate, including some actual pre-evos for it. There isn't much of a deeper theme to be found here, though in terms of its animal inspirations, I based it on a progression of wading birds with the latter two also being scavengers: the long-billed plover for Probver, the Australian white ibis or "bin chicken" for Ibiscum, and a marabou stork instead of a vulture for what is now Marabile, with added traits of cartoonish dinner attire for visual flair. The bit about spitting poison onto its enemies, as well as its typing, was inspired by the projectile-vomiting defensive behavior of some seabirds such as fulmars.

Regional Rodent:
The Edgy Pokémon The long, sharp hairs on its back have fused into razor-edged spikes growing from its skin. This foul-tempered Pokémon reacts to danger by thrashing wildly about with its spikes extended, slicing into any opponent foolish enough to get too close.
The knife-like metal blades on its back tend to snap off due to its habit of picking fights, but they grow back after a while. Its teeth are strengthened with iron, allowing it to chew up ores rich in metal so its blades can grow ever stronger and sharper.

Flavor/Design:
A large, heavyset rodent Pokemon that can stand either quadrupedally or bipedally, its body is almost bear-like with four large white claws on each of its plantigrade feet, the front paws having even larger claws for digging. Its head is akin to a guinea pig's with small eyes and ears, and prominent orange "buck tooth" incisors, though these are pointed like a pair of fangs and reinforced with iron. Its coat is almost entirely brownish black, except for the cream color of its limbs and face, though its paws and the "eyeshadow" under its glaring white eyes are also black. Its most notable features are the razor-sharp, silver-colored steel blades protruding from its back, the longest of which fade to black near the tips and form a distinctive ridge down the spine with each having a slight curve like the blade of a katana; everywhere else on its back is covered in slightly shorter blades arranged like the scales of a pinecone (i.e. think of Sandslash's spines, but longer and thinner). A bright red spiky mohawk is visible sticking out of the top of the scalp, and two short, rhino-like horns like those of the extinct horned gopher, also made of metal, protrude from the top of the snout. On the other end, its tail is of moderate length but thick and strong, the latter half of it sporting a cluster of shorter spines that are also arranged like pinecone scales to use as an additional defense, not unlike the thagomizer of a Stegosaurus.
The shiny sprite has lighter brown fur in place of black, a maroon mohawk, and rusty red blades, apparently due to a lack of a tarnish-proof agent present in the fur of Shankupine with a normal color scheme.
Gameplay Info:
The most heavily defensive of the regional rodent Pokémon thus far, Shankupine relies on the resistances of its Steel type along with its general bulk, having strong mixed defenses that allow it to weather all sorts of attacks. Its Prickly Pelt ability also punishes contact attackers, enabling it to stall and chip opponents until it's the last one standing, though it has decent physical attack as well and can retaliate with STAB on Double Edge, Return, Iron Tail, and Meteor Mash if it feels like it has to shank somebody. Unfortunately for it, even its hilariously effective coping mechanism of shoving knives into its opponent's face isn't always foolproof, especially because its type combination makes it deathly allergic to Fighting - since even Prickly Pelt can't save it from a good hard Focus Punch, it also knows Aerial Ace of all things via TM to deal with that and also give itself some much-needed priority, as its Speed stat is quite poor. Rock Slide and Earthquake are useful coverage against Fire but without any serious answer to Ground, it's going to have to pray that team support reaches it in time if it happens across a foe that is itself packing Earthquake - a move both deals super-effective damage against it and doesn't trigger Prickly Pelt...
The Spiky Pokémon It moves rather slowly, so the hairs on its back have become long, stiff spines for defense. It isn't a Pokémon to be trifled with, and it won't hesitate to get that point across - quite literally.
When agitated, it raises the quills on its back and shakes its body to make a rattling sound with them. Attackers who fail to get the message will be quick to receive a faceful of needles.

Flavor/Design:
A dark gray, cream-faced, beady-eyed, buck-toothed baby porcupine that's more like a guinea pig than anything else, Spikatyke is about as plain as can be... except for the numerous Jolteon-like white-tipped spines sticking out from all over its back, along with another one protruding straight out of its forehead like the cranial horns of the Nidoran line. The cream-colored feet have three large white claws each which are good for climbing of all things, complemented by a relatively long, prehensile tail which is bright red. (The shiny sprite has brown fur instead of black, with a maroon tail.) It hangs from tree branches by its tail when sleeping, curling up into a prickly ball like an oversized cockleburr so predators don't risk trying to pluck it from its perch - though if so inclined, it can also drop straight down onto any intruder unfortunate enough to be standing directly under it.
Evolves at level 20 into Shankupine
I didn't base this line specifically off of any one particular species or lineage of porcupine, though they're based a little more closely on the porcupines of the Americas than the ones from the Old World - the two lineages are in fact paraphyletic, meaning they were once lumped together as a single group but have since been found to have different ancestors in the rodent evolutionary tree. Spikatyke is mostly based on the arboreal prehensile-tailed porcupines of South America, but Shankupine owes more to North American porcupines, which really do swing their spiny tails in self-defense, though the mohawk and the length and arrangement of the quills owes more to the crested porcupines of Eurasia (which, again, aren't that closely related), with some added punk/street thug aesthetic just so they wouldn't look too plain. I figured that since the canon Sinnoh region has a North American animal as its regional rodent, it'd only make sense to pick the other iconic American rodent of unusual size as its replacement for a pet mod that's basically rebuilding Sinnoh from the ground up.

The Stimulated Pokémon This nocturnal Pokémon works long hours into the night planting and growing the sugary electro-berries growing from its leafy fur. When eaten, these berries can refresh anyone too drained of energy.

Flavor/Design:
This design is a somewhat anthropomorphic civet, resembling something of a Hollywood werewolf if you replaced the wolf parts with an African civet. It stands upright normally but leans slightly forward, and both its long arms and its digitigrade feet have three black claws each; it has a rather long torso, and is able to drop down and run on four legs when moving quickly. The head is almost wolf-like albeit with a blunter snout, with a red nose and several pairs of sharp teeth including prominent fangs on the upper jaw, with a triangular shape to its rather large ears and big, round, red eyes with slitted, cat-like pupils. Its fur is yellowish green with dark green spots and a pale yellow to the paws and belly, along with red bean-shaped pads on the bottoms of its fingers and toes (literal toe beans if you will), the markings invoking a used lab coat with gloves, boots, and other protective equipment; a dark green mask around its eyes that extends to its ears (which have pale yellow centers) invokes lab goggles, and a shock of long, white fur runs down the top of its head and the back of its neck, but sticks up into a spiky mad scientist's hairdo when using its electric attacks. It has a mane on its back made of green leaves with its signature electro-berries (which resemble cherries except for being a luminous light blue) throughout them, continuing down to cover its medium-length, literally bushy tail, though it also has two bands of light green leaves as well for added visual interest.
Though mostly at home in rainforests, this Pokémon has adapted well enough to Sinnoh's more temperate climate, thanks to its electro-berries carrying lots of stimulating sugar as well as a harmless electrical charge, keeping it warm in cooler temperatures. It's actually developed a symbiosis with these berries after generations of experimenting with and cultivating the ones that provide the most energy, to the point where the berries need its assistance to disperse their seeds. The same seeds store even more energy than the berries themselves, and a popular beverage in Sinnoh is made with its help, as it tends to spit the hard seeds of its electro-berries back out after eating them, its saliva softening the seeds up just enough to be used in drink-making. The tasty berries can also be eaten fresh, but the effects are less potent, the flavor of their juice being reminiscent of a fruity soft drink.
Gameplay Info:
Civerreine is a swift and hard-hitting but painfully frail special attacker whose Grass typing easily covers Electric's only type weakness, Ground. Unfortunately, the addition of Grass also gives it four additional weaknesses, two of which it has virtually no answers for since its only viable coverage type is Fire; therefore, team support may be necessary to deal with Fire- and Poison-types that might otherwise threaten it. This is very much an offensive sweeper built for firing off Thunders and Berry Blasts with extreme prejudice, and as it can learn either Sunny Day or Rain Dance, it can also make a nice weather setter depending on which STAB type it wants to make better use of. Aside from that, it also has the speed to make use of such status moves as Taunt, Leech Seed, Worry Seed, and Thunder Wave, and since it has only one coverage type, it can alternatively use its remaining moveslot to boost itself even further with Agility, Charge, or Calm Mind.
The Lively Pokémon At home in treetops, it only picks the sweetest berries to eat. Its particular favorite is a variety called an electro-berry, and it will even help its seeds to grow.
The sweetness of its favorite electro-berries fills it with energy, allowing it to zip around the treetops like a bolt of lightning. It's also fond of nectar and honey.
Flavor/Design:
This bipedal, anthropomorphic super-deformed Asian palm civet has light green fur with a pale yellow belly and paws, several darker green leaves growing from the end of its tail and from its back and shoulders like a poncho, red cat-like eyes surrounded by dark green markings like nerd glasses, a red triangular nose, and a frizzy white hairdo on top of its head; it also wears a grass-green vine around its waist like a belt with a large, glowing electro-berry as the buckle. The proportions I picture in my head for this guy wouldn't look out of place among the cast of the Sonic the Hedgehog franchise of all things - essentially, this would be what would happen if someone used to drawing Sonic OCs tried to make a fakemon. XD

The Exhausted Pokémon An excess of sugars in its diet has left it unfit for strenuous activity. It stores electro-berries in its fur for later, but they often start to sprout due to it forgetting them there.
No matter how many electro-berries it eats, it's always too tired to stay active for very long. It sleeps all day to conserve power, so it doesn't take too kindly to being woken up...
Flavor/Design:
A Garfield-esque stylized binturong with a "sopping wet cat" look, the fur of this tired-looking mid-stage is dark green almost all over, save for its light green face, pale yellow snout, paws, and underside and its small red nose, with a few randomly placed electro-berries visible throughout it. More importantly, there's a larger number of grass-green sprouts growing from its leafy fur, some of which already have glowing yellow flowers resembling cartoony electrical sparks. Its half-lidded eyes are still surrounded by a dark green "mask" but this is more akin to the eyebags of someone who was just rudely awoken, and its tufted ears droop to either side of its face in a manner invoking both a sleeping cap and sagging mortarboard hat. It lacks the mane of white fur atop its head, though there's a shabby white tuft rooted to the line dividing the face and the rest of the head, drooping down from its forehead, as though the "cap" is covering most of its "hair"; another drooping tuft at the very top of the head invokes the tassel of a graduation cap.
Evolves at level 30 into Civerreine
This line is based on several kinds of viverrid, the family including civets and the aforementioned binturong; the typing and especially the electro-berries present in all three stages are taken from the Asian palm civet and its use in the production of the infamous kopi luwak, or "civet coffee" - though for the sake of keeping things family-friendly here, I decided to have the line simply spit the seeds back out rather than having them come out of, uh, the other end (the way the beans are processed in real life). Given that coffee is the most famous kind of caffeinated beverage, I also stirred in the theme of a coffee-guzzling student progressing through the ranks of academia: the first stage is a stereotypical grade-school nerd on a perpetual sugar rush from way too many sodas, the midstage is a very overworked college graduate who's undergoing a nasty caffeine crash from all the coffee they had to use to stay awake while studying, and the final stage (which is also based on the African civet) is a slightly better-adjusted but still coffee-addicted lab worker or professor with a bit of a "mad scientist" motif. The way the electro-berries are so closely tied to these designs is also a reference to how many species of fruiting plant rely on the services of a specific type of animal or at most a small selection of closely related animals, be it for pollinating their flowers or dispersing their seeds.
