This is the program I used for animating most of what's in this thread.
As for the technique itself, I'm not sure what immediate tips I could give without the context of having something to critique. There are a lot of books out there (and probably websites) that could get you started on the basics, but it's also important to just play around with the action and timing yourself.
What I've always found helpful was watching examples of animation you like frame by frame. You could do this with tapes or dvds and I believe Windows Media Player Classic has a function where you can watch a video by scrolling frame by frame with the arrow keys.
It, uh..also helps to be a little obsessive about it. Most of my friends, who are otherwise really talented artists, can't stand animating --

I'm working on a fighting game based on the Pokemon from the CAP project. It's just a fun personal project that is not officially affiliated with CAP or Smogon, though I am trying to stay true to the nature of each Pokemon. So far I have Syclant, Revenankh and Pyroak(mostly) completed and have started work on Fidgit.
I've uploaded the first three duking it out in cpu matches. As the game progresses I intend to have nicer backgrounds and hp bars and the like, but I'm mostly focused on just trying to have fun and balanced gameplay.
