Hi Glicht, and thanks for your interest in 1v1! The team bazaar thread is a place to share and comment on teams with low barriers to access, so if you have teams with that miltank set you can share them there.
If your mon is unranked on the viability rankings, you can make a post asking for it to be ranked. Note that not every pokemon that wins you games is quite strong enough to warrant a ranking, so this may not lead to anything.
The 1v1 discord is another low-barrier place to discuss 1v1, and has channels like metagame-discussion where you could post this set.

Hi! I would suggest looking at the sets compendium and the EV document to get an idea of what fini runs and why. Specifically, a fini analysis would probably have more than ID and scarf, and the moves and EVs you suggest aren't quite optimal (scarf's default set should probably be trick rest with enough HP to live 3 seismic tosses, so you beat things like chansey and corsola-galar reliably).
