You can. RNG is very possible without Rare Candies. If I didn't have Rare Candies, then I would go battle Pokemon to level them up and then use an EV reducing berry.

Its not that hard at all. I don't have AR and I'm doing fine. The only thing I need Rare Candies is to level up the final product to see if I got the correct frame. It is perfectly doable without AR.
