You're trying to do a capture, right? You shouldn't be using the Time Finder for that.

Download the Ruby (usa) rar one. The Ruby (U) sav isnt a ROM btw, that's a saved game file.

Live battery searches take an extremely large amount of time to find a spread.
You have to make a save state when your ID is generated the find you sid then search for your shiny sid id combo and advance your frame from there

It's based off of the date on your PC down to the minute. The formula itself is rather complicated... however with RNG reporter alpha 9.96 you can search for live battery seeds, then change your system time to the date/time required, and start the game.

Not sure why that happens... make sure the save file type is set to 128k I think?

RTC enabled means you don't always start at seed 5A0, meaning that you can reach other spreads in a much shorter time.
That's right, just make sure to back it up somewhere in case you accidentally overwrite it. -
