Welcome to Missing Links!
Game Freak has a habit of establishing relationships between 2 or more Pokémon, be it through similar stats, version exclusivity, or even evolution line, and then proceed to cut this link off by giving one component of the link something without giving it to the other Pokémon, leaving an incomplete chain. In this Pet Mod, we seek to forge the last link between these Pokémon by giving them the appropriate component that completes the chain to their counterpart.
What is a Missing Link?
A missing link can be anything that one part of a pair of counterparts received that the other part didn't. This includes Mega Evolutions, Evolutions, Split Evolutions, Alternate forms, Prevolutions, Regional forms, new abilities, and base stat total changes. Below are a few examples of what a Missing Link is:

Butterfree was a counterpart to Beedrill in Gens 1-5, but didn't receive a Mega Evolution in Gen 6, so we will add a Mega Evolution

Arcanine was a counterpart to Ninetales in Gens 1-6, but didn't receive a Regional form in Gen 7, so we will add a Regional form
Jynx was a counterpart to Magmar & Electabuzz in Gens 1-3 but didn't receive an evolution in Gen 4, so we will add an evolution

The Bellsprout line was a counterpart to the Oddish line in Gen 1, but they didn't receive a split evolution in Gen 2, so we will add a split evolution

Skarmory was a counterpart to Mantine in Gens 2-3, but didn't receive a prevolution in Gen 4, so we will add a prevolution. Mantine also received +20 BST in Gen 7, so Skarmory will also receive +20 to its BST

Dustox is a counterpart to Beautifly via evolution line, but didn't receive a +10 stat boost in Gen 6, so we will add +10 to its BST

Rules
Since we have to add a variety of components to a variety of Pokemon, specific rules for each one vary. Consult the templates below for general rules
In general, follow the templates above, only submit for what's on the current slate, follow any specific rules given for that slate, and, even though this is a flavor-based mod first, don't make your submissions too broken. Custom elements are allowed, but only if they are clones of existing things or very simple or purely for flavor, like evolution items. You can make 1 submission per Pokemon.
This mod is focused on flavor first, but when it is playable, it will be a National Dex OU-based Pet Mod, so keep that in mind when making your submissions
Below is a list of all of the Missing Links we will complete. The list came partially from this list on Bulbapedia and partially from my own discretion. This list also addresses some of the Missing Links we will not be completing
After all of the slates conclude, we'll finish up some more flavor components like PokeDex entries and sprites and playtest the full metagame

Voting will follow a weighted-points system, where you vote for up to 3 submissions in each category. Each sub you vote for earns a certain number of points depending on their position. The submission with the most points wins that category. You can vote yourself, but never as your most preferred option

Weepinbell: Most preferred option (gets 3 points), Second most preferred option (gets 2 points), 3rd most preferred option (gets 1 point)
If you vote for 2 things -

Throh & Sawk to Hitmonlee & Hitmonchan - Prevolution & Split Evolution - Tyrogue & Hitmontop already existed before Sawk & Throh, which suggests that Game Freak consciously decided to not give Sawk & Throh a Tyrogue or Hitmontop equivalent, thus never establishing them as true counterparts
Any Missing Links created by GMax forms - Dynamax is banned, so there's no point; The flavor aspect of them may be covered after all of the normal slates are done, however
Pinsir to Scyther - Evolution - NFE Pokemon can't have Mega Evolutions and Pinsir would become NFE
Heracross to Pinsir - Evolution, if Pinsir is given one - NFE Pokemon can't have Mega Evolutions and Heracross would become NFE
Banette to Dusclops - NFE Pokemon can't have Mega Evolutions and Banettewould become NFE
