As per discussion by the QC team here, here, and here, Celebi's offensive and defensive Nasty Plot sets as they currently are will be merged into a single NP set, this one. I've talked to Setsuna about this and he gave me the go-ahead for posting this.

<p>By the good graces of Game Freak, Celebi was blessed with a new event move: Nasty Plot. Nasty Plot boosts Celebi's already respectable Special Attack to enormous levels, and Celebi's natural bulk means that it can take a hit, power up, and return fire with gusto. Celebi also has a satisfactory movepool with excellent coverage, and a Speed stat high enough to sweep at the end of a match.</p>

<p>Celebi's STAB coverage in Grass Knot and Psychic is good enough to beat many Pokemon in OU, but suffers against the myriad of Steel-types in the tier. Unfortunately, Celebi is liable to be walled no matter which coverage move it is given. Earth Power OHKOes Heatran, but leaves Celebi vulnerable to Skarmory, Bronzong, and Scizor. Hidden Power Fire deals with all of the Steel-types that laugh at Earth Power, but turns Celebi into setup fodder for Heatran.</p>

<p>Life Orb is the best item for Celebi when you want to use it as a full sweeper, though Leftovers is a viable option to enhance Celebi's sustainability at the cost of some power. The suggested EV spread is pretty straightforward and provides Celebi with maximum Special Attack and Speed. It's possible to run a more bulky variant of this set as well, with 116 Speed EVs shifted to HP, Leftovers over Life Orb, and one of Celebi's STABs replaced with Recover. When it comes to nature, both Timid and Modest have their advantages. Timid is only really useful when running Earth Power in the last slot, as Hidden Power Fire unfortunately reduces Celebi's Speed stat by 1. If running Hidden Power Fire, Modest is exceptionally useful for boosting Celebi's damage output even further. It's worth noting that when running Modest over Timid, the only Pokemon that becomes a threat to Celebi is Jolly Lucario, although most will opt to ExtremeSpeed Celebi anyway. Lastly, Energy Ball can be run over Grass Knot to hit lightweight Pokemon such as Jirachi, Azelf, and Uxie harder, but at the cost of general power against the likes of Tyranitar. Keep in mind that at +2 Special Attack and with Stealth Rock damage, the lightweight Vaporeon will be OHKOed by Grass Knot, so Energy Ball isn't a huge advantage there.</p>

<p>Even though Celebi isn't slow, it'd be an outright lie if someone claimed it was fast. If a fast offensive Pokemon such as Gengar or Infernape switches in on a resisted move or Nasty Plot, Celebi will be immediately forced out. In general, good partners to this Celebi are those that can handle these fast and frail opponents. Gyarados and Vaporeon handle Infernape well, while Scizor, specially defensive Skarmory, and Bronzong can deal with Gengar. When using Steel-types alongside Celebi, be mindful that you're doubling up on your team's weakness to Fire-type attacks. Heatran, as usual, is an exceptional partner to Celebi, with perfect defensive synergy between the two, and Heatran also complements Earth Power variants of this Celebi by handling pesky Steel-types such as Skarmory and Bronzong. Finally, very bulky Water-types, such as Vaporeon and Suicune, are also useful for defeating opposing Heatran, especially those carrying Choice Scarf.</p>

Only thing i can say is that for the GK mention, a +2 GK still OHKOs standard 248/36 Vaporeon after SR damage so I wouldnt say it sucks vs it. And for Rotom-A, Celebi should use Psychic which has more BP anyhow. Looks good to me otherwise.
 
Recover is still good on the purely offensive NP set, IMO, since Celebi is bulky enough to Recover off the damage when it needs to. Psychic/Earth Power give good enough coverage as it is, EP is still OHKOing Tyranitar, OHKOing Scizor after two SR switch-ins, and Specially Defensive Skarmory is 2HKOed after rocks by Psychic too.
 
I fixed the sentence about Rotom-A, since I flaked on the Psychic part (I did just finish writing the CM set, cut me some slack). Also edited to note the Vaporeon OHKO, although I must confess I wasn't aware of that. (Go Celebi!)
 
I don't see why it SHOULDN'T go on site, I mean, it's just a more offensive variation of the original CM set, so...
 
This looks good, I think this set works as both combined. Recover is really a godsend on any bulky pokemon trying to sweep, so Celebi enjoys the priveledge here.
 
I think Occa Berry deserves a slash. It prevents Infernape/Scarf Heatran from KOing you, allowing you to KO them with Earth Power and proceed to sweep.
 
I think Modest deserves a slash as it notably KOs Dragonite and Zapdos after SR at +2 (with lefties). When we consider the 100 base speed pokemon:

Zapdos: It's either going to be offensive and KO you or it's gonna be defensive and you'll win. Timid won't KO some Zapdos after SR with lefties IIRC. Basically, Timid is nice because 50% of the time it'll beat the offensive versions, however it might not have the firepower to OHKO the defensive versions so it could potentially risk taking a heatwave. Modest will basically beat the defensive versions 100% of the time but you'll have to hit the offensive versions (ones with HW anyway) on the switch.
Flygon: Always scarfed
Shaymin: Isn't gonna KO you ever...not a huge deal if it outpaces you
Celebi: Walled by it anyway, probably won't matter too much either way.
Jolly Lucario: Off the top of my head is the only thing that I would really miss out on by running modest, though Lucario might want to ES you anyway.

Adding onto this its not guaranteed to outspeed those pokemon, I think Modest is deserving of a slash, not saying it's necessarily better but it does have some perks over Timid.

I also agree with Shrang for all the reasons he said, I think Recover should be slashed with Grass Knot.

P.S. HP Fire kinda defeats the purpose of Timid.
 
I don't know if Recover deserves a slash or not; I certainly wouldn't slash it, but it seems you would. It's already mentioned in OC for what it's worth. Some more QC thoughts on that might be nice. I see what you mean by modest being a worthwhile option, though, and I think it can be slashed if we're going to be slashing HPFire, since HPFire already ruins the niceness of timid in the first place.

I know, I was going to mention that in the writeup. This contributes to it being only a slash.
 
Okay, added a note and a slash for Modest with Hidden Power Fire and Jolly Lucario's fitting into it all. I think Setsuna's post "~" is a post of approval without words, but I'll wait for confirmation if that counts as 3/3 or not.
