Uh, how is that in anyway a lure?
A lure is a Pokemon having a certain item/ability/move or a combination of the three that lures out a Pokemon that would beat it otherwise. For example, from last week we had
Drangonn. post a Hurricane/Extrasensory Shiftry set, designed to lure its usual checks and counters, including the mon to lure of the week, Emboar. Shiftry would lose to Scarf Emboar without either of these moves, seeing as how Emboar's decent enough bulk and typing is enough to tank Shiftry's Dark/Grass typing. Thus, Emboar would want to switch in and immediately threaten Shiftry and its trainer's team with its Flare Blitz, right? Well that's where Shiftry hits Emboar with the super effective coverage move and kills it.
A lure could also look like
Chakra's set above. Maybe Houndoom just killed an opposing Pokemon with Fire Blast. "Hmm, no Life Orb recoil? Maybe he is Black Glasses or that gimmicky Power Herb Solar Beam set." A trainer would think, and then send out their Virizion to revenge kill, since it naturally outspeeds and kills with Close Combat. However, with the damage from Stealth Rock, Houndoom surprisingly outspeeds and kills the Virizion with another Fire Blast. That also be would an effective way of luring.
Tauros doesn't do either of those things, with any player who didn't know about Tauros would simply hover Tauros and see that its 110 speed is greater than Virizion's 109 and switch out. Plus it's not like Virizion would want to switch into a mon with power like Tauros with its below average physical bulk.
Plus you mention Sheer Force Zen Headbutt and then bring up Zen Headbutt having a chance to flinch lol.
