Traits:

Cute Charm: When a pokemon of the opposite gender makes contact with Wigglytuff, it has a 30% chance (I believe) of become infatuated.

HP: 140
Attack: 70
Defense: 45
Sp. Attack: 75
Sp. Defense: 50
Speed: 45

:( Poor little shmuck. It's got an amazing HP... but the Defenses don't help it at all. Clefable and others are way better than Wigglytuff. But let's see what we can do with Wiggly Tuff anyways. Let's check out it's attacks. I'm sure Wigglytuff does the best job as a support:

Ok, so from this list, we can see that good moves would be: Reflect/Lightscreen, Thunder Wave/Sing, Wish, Substitute, Snatch and Stealth Rock. Since it has pretty good HP we can take advantage of using things like Reflect and Light Screen and expect it to survive. With Thunder Wave, it paralyzes the opponent, but what makes Thunder Wave an interesting option is due to Cute Charm. So if you Thunderwave the opponent, and it hits you and gets Infatuated, you can expect to use things like Wish and Reflect/Lightscreen. Still, Cute Charm is still too situational, but can nevertheless help Thunder Wave. Wish is pretty good too, it allows you to recover HP the next turn, so it's not so bad, considering it's its only recovery move, though there are still better wishers out there probably. So I came up with this Move Set for it, which although maybe satisfying to the Wigglytuff Fans, is still nevertheless pretty sucky and other pokemon might actually do better (not like they don't have even better things to do):

It's pretty self-explanatory. You use Thunder Wave to paralyze your opponent, Reflect or Light Screen to up the defenses of your team and Wish to Heal, as well as Water Pulse to confuse. Now that I come to think about it. >.> A reflect/light screen team could be interesting and is rarely heard about. >.> But yeah, let's discuss Wigglytuff. Lol.
 
Shame that Wigglytuff doesn't get Serene Grace. Could've helped a lot with Body slam or any of Wiggly's special movepool.

I honestly can't think of any moveset at the moment because I'm not feeling creative, but I feel that on your set Hyper Voice should take precedence over Water Pulse because of STAB. You'll be walled by Ghosts/soundproof pokemon, but that's what switching into a counter is for after setting up a Reflect/Light Screen and possibly even statusing (if you can manage it)

Heh, yeah... it really does suck T.T on NB at my server I had given it Serene Grace along with Delcatty. Ah well. And yeah, that's true about the Hyper Voice thing, but, bleh. Lol.
 
You forgot the Emerald tutor moves, most notably Counter, which is probably the way that you'll get the most mileage out of Wigglytuff.

Heh, yeah, true. Though, not all of them, I have Seismic Toss up. Unless that became a TM too along with Thunder Wave and Substitute.

Seismic Toss is not a TM.

EDIT: In case people want to nitpick, it actually was a TM in RBY. Then again, Water Gun was a TM in that era.

Yeah, I figured. Still a move tutor move though.

And yeah, Softboiled was a TM back then too. Lol. So was Bubblebeam. O.o

But as a result, Mew has the most outrageous moveset imaginable! =D Why, fear my Softboiling, water gunning death machine!

Psywave also. MAN, that move was both weird and crappy.
 
I had some success with Wigglytuff on my Harley themed team on NB for a little while with:

Light Screen
Counter
Perish Song
ThunderBolt

Doesn't seem like they meshed well together, but she typically did her job pretty well. The TBolt was unexpected big time, and PerishSong helped to halt BPing chains that figured they could set up on my dorky NU loving butt. Light Screen and Counter meshed well. Typically took out at least one pogeyman with her, though I switched up the moves from time to time. Wish over PerishSong occasionally, though Perish trapping with my Ariados SpiderWebbing was fun.
Think I might rebuild that Harley team for D/P sometime...
