Now, what sort of webs team would this be without Ribombee! I chose Ribombee because it is by far the best webs setter. It's fast enough to get the job done, and can get at least one screen in while she's at it! I decided to dump screens on her because they just add that extra layer of defense Blacephalon needs to really get going. Stun spore means I can paralyze my opponent, further slowing them down. Perfect for the team to take advantage of, especially Blacephalon and Mega Gyarados.

Here we have the star of the circus itself, Blacephalon! Normally, most people would run a sub calm mind set with flame charge/flamethrower over mind blown. However, giving Blacephalon firium z and mind blown means it gets a 200 BP Z-Move, which is just too much to pass up on! Think of it in a similar vein to the dreaded Normalium Z set ran by Cinderace; an absolute nuke on the field. Substitute means I can safely set up calm minds behind it or avoid a sucker punch from Mega Mawile, who has evidently become quite a threat in this new Ace-less meta. Beast Boost on top of calm mind and webs means that Blacephalon should, given enough time, become an unstoppable monster.

A classic Final Gambit set for Victini. Plop it down on the field, shoot it at something and you've got one less threat to worry about. In the odd circumstance you cannot Gambit your opponent, you have everything else up your sleeves. U-Turn for an emergency exit, trick if you want to predict a setup and V-Create just for some raw damage.

Boom Boom (Rillaboom) @ Life Orb
Ability: Grassy Surge
EVs: 252 Atk / 4 SpD / 252 Spe

Rillaboom has basically become a HO staple for its great rain MU. This bad boy forces a switch on Mega Swampert, even if it has ice punch which should only 2HKO. Superpower can deal with the evident rise of steel types within this new meta, with knock off taking the rest. Swords dance is always useful, especially on HO.

Ability: Intimidate
EVs: 252 Atk / 4 SpD / 252 Spe

I've always loved using Mega Gyarados on Hyper Offense teams, even before it got on one of the sample teams. I used to run taunt sets, but have since found sub sets to be more useful in letting the shrimp set up. All you need is one or two dragon dances to be able to sweep an entire team! Really, you can just keep setting up behind the substitute until you become nigh unstoppable. Waterfall is great STAB for Mega Gayarados, with crunch taking what waterfall can't. Some people run earthquake over either crunch or waterfall, but I prefer the double STAB. It's always good to know that you can hit and kill nearly all your targets, and earthquake just doesn't do that for me.

Lelelele (Tapu Lele) @ Heavy-Duty Boots
Ability: Psychic Surge
EVs: 4 HP / 252 SpA / 252 Spe

Tapu Lele has been a personal favorite of mine, closely followed by Koko, for a while. She's the Mega Gardevoir after Mega Gardevoir. I used psyshock because Blissey will never stop being a gluttonous wall and there's no better way for Lele to deal with her than using a STAB move that targets her physical defenses instead! Since this is a HO team, I used a calm mind set as opposed to a choice specs set because you really do not want to be locked into a move while on HO. You don't switch often, if at all so you need to have all your moves at your disposal to take advantage of that! Of course, moonblast and focus blast give Lele lovely coverage, though I have contemplated replacing focus blast with hidden power fire to better deal with steel types while she's on the field.

TEAM BUILDING PROCESS
So right from the start I knew I wanted this to be Webs Blacephalon, so I grabbed the two Pokémon I thought were most appropriate to start with.

I then wanted to further develop this teams status as a Hyper Offense team, so I added Victini.

Next, I thought of what else fit on HO teams. I recalled what my previous HO teams used and stole some sets from there, seeing as they were appropriate to use.

Lastly, I deliberated between adding Magearna and Lele but ultimately decided on Lele on a whim. Seems to be working out so far!

If your gonna run mind blown, I'd switch out firum Z for shell bell so you can keep chucking out the mind blowns more than twice. With the open slot for a z-move now, you could run the hyper offense Z-Celebrate Victini set. Just some advice, cool team!
 
Interesting team; i'll lay out some changes I think would improve it.

On webs you want something to punish defog, as to keep webs up, on this team I would use bisharp over victini, and serperior over rillaboom. On webs I think the best mega is scizor ( if you are going to run scizor, run thundurus over tapu lele, as to not negate your own priority ), so you can change to that as gyarados mainly improves your stall matchup, which substitute blace already does. I would also run shuckle over rimbombee, as it provides crucial rocks support, without wasting another slot on them; stealth rocks allow pokemon like the aforementioned blacephelon to pick up crucial OHKO's on pokemon it wouldn't normally; Anyway tha's my take, hope you have fun!
