Toxic Spikes setter, reset stats with Haze (very important for this team *koof koof* Raging Bolt *koof koof*) also can use Chilling Water to low Atk against some physical attackers and Baneful Bunker to block any ground type attacks (it still resists 2 earthquakes or 3 eart power by the way)

Empoleon has the purpose of being able to survive various physical or special attacks and then restore its HP with Roost or respond with an attack such as: Hydro Pump, Ice Beam and Flash Canon.
(Can survive a Fight attack ¡OMG!)

Raging Bolt Killer, that is his only purpose, kill Raging bolt. (and other dragon types but especially Raging Bolt) By the way, it also covers weaknesses against Steel and Grass type.

EVs: 252 SpA / 4 SpD / 252 Spe

Timid Nature
IVs: 0 Atk

If Toxapex can't put the toxic spikes, don't worry, the flying washer solves your problems with Will-O-Wisp, fulfilling almost the same role as Toxapex (wearing down the enemy and lowering its physical attack) in addition to being able to stop some staller using Trick and finally covers the ground type with levitation (OMG)

Hi, welcome to monotype! I love your enthusiasm in showing off this team, and hopefully my suggestions will be of use to you.

To start off though, this team lacks a Ground-type, which means no one is immune to Electric attacks. This means that Raging Bolt (that you mentioned w/ Toxapex) can just freely spam Electric attacks every time its in and is guaranteed to hurt someone, or just end the game if it gets a Calm Mind going. Because of that, I would suggest that you replace one of your Pokemon (likely Rotom-W) with a Ground-type

Pros
-access to Flip Turn means you have more turns to get Hisuian Samurott / Walking Wake in safely = more damage stonks
-by far the more offensive of the Ground types Water has to offer
Cons
-No recover, making damage over time permanent (this hurts your chances of dealing with Raging Bolt or Choice Specs Flutter Mane since they can click a non-Electric move anyway)
-its not that cute.

Pros
-Has Recover, allowing it to go and sponge attacks from Choice Specs Flutter Mane and Raging Bolt (sometimes) more easily.
-Sticky Hold prevents Choice Specs Latios from doing the funny and tricking a Choice Specs on you to prevent you from being the wall it wishes to be.
-Ice Beam prevents x4 Ice-weak mons like Landorus or Hydrapple from coming in for free
-Has Pseudo-Haze in Clear Smog, helpful in some occasions
-Well-rounded stats means it can take a Physical hit in a pinch if needed

Cons
-Its passive. For instance, if Ogerpon-H swaps into it, its unable to "predict" and leave the field via Flip Turn
:quagsire:
Quagsire @ Heavy-Duty Boots
Ability: Unaware
Tera Type: Water
EVs: 252 HP / 4 Atk / 252 Def
Impish Nature
- Stealth Rock / Toxic / Curse / Spikes
- Recover
- Earthquake
- Toxic / Ice Punch

Pros
-Good physical bulk coupled with Unaware makes it able to go toe-to-toe with Gouging Fire
-Curse can turn it to a sweeper, Toxic punishes most switch-ins
-Recover op

Cons
-It cannot go against Special Attackers, its Ground-typing just ensures you cant be swept by Specs Electric attack

Either one you pick would greatly help your team a lot. If you're worried of losing a ground immunity (Choice Band Exca being mean), you can opt to stick an Air Balloon on Gastrodon or Quagsire. Swampert shouldnt probably use a Balloon because it lacks Recover though.

Anyway, on to the rest of the team.

:toxapex:
Toxapex has the op move Recover, which should be used somewhere (over Baneful Bunker or Toxic Spikes). This lets Toxapex be able to stall out Pokemon that dont immediately 2HKO it while they succumb to evil Poison damage. Sludge Bomb (or a Poison move) is also better to immediately threaten Ogerpon forms and threaten Poison damage on setup like Dragonite (which doesnt care about bunker since Earthquake isnt a contact move). I also dont know what your investments are for, but you can check the analyses page for Toxapex to see some of the recommended spreads. Heavy-Duty Boots is also valued more over extra recovery considering that this team doesnt have entry hazard removal, making it a struggle to check Meowscarada and Ogerpon-W over time.

Honestly isnt an ideal Physical wall considering Toxapex should handle Grass moves (literally:ogerpon-hearthflame:, :ogerpon-wellspring:, and:meowscarada:) well enough, it could be used as a Special wall instead to wall scary threats like Dragapult, Latios, and Flutter Mane which use Choice Specs and bully Water teams by fishing for that special defense drop/persistent Draco Meteors. You can check Empoleon's analysis page if you want.

Alternatively, if one wants a more offensive team, :primarina: provides a Dragon immunity, has Calm Mind, and is bulky enough to start countersweeping on its own.

:ogerpon-wellspring:
Should use a Jolly over Adamant nature as this lets it outspeed and b o n k Landorus, which is important because Landorus otherwise 2hkos everyone here. A grass move over Knock Off. This allows you to have some longevity (Horn Leech) or outright OHKO Toxapex or Clodsire (Power Whip) which annoy Water teams.

Also, Sucker Punch and Swords Dance are nicer options, with Megahorn not really hitting anything notable that doesnt outspeed and kill it. It can choose to use a Choice Scarf so that Walking Wake doesnt need to use Choice Scarf though, but this is up to you.

Quaq provides entry hazard removal in contrast with Hisuian Samurott setting hazards while being a possible snowbally threat with Moxie and Aqua Step. Metronome is cool for pressuring Skarmory, as it eventually cant outheal you with Roost. Its an option to consider if you feel you want to juggle around lots of entey-hazard vulnerable Pokemon like Swampert, BS Toxapex, and Ogerpon-W

:walking-wake:
Hurricane is super unreliable for Walking Wake due to its shaky accuracy + inability to OHKO Ogerpon still, I would suggest going Hydro Steam to help on the Fire matchup since everyone is at worst 2HKOed by it (OHKOs everything after Stealth Rocks) and is accurate, unlike Hurricane.

Alternatively, you could also check out Greninja as it provides you with the ability to outspeed and remove all Ogerpon forms with Ice Beam + Sludge Wave, annoy Toxapex with Extrasenssory, and Dark Pulse to bully Ghost and Steel harder.

If you're adamant on keeping Rotom-W in, you could check out a more defensive-oriented set as its really outclassed as a Choice Specs user (and even as a Choice Scarf user, Imo). The set I gave is just truly just a suggestion, you can tweak it to your liking.
