Moves
========

- Thunder Wave slows opposing Pokemon and makes it easier to switch out into another Pokemon, probably a Pokemon that intends to set up. However, it can be blocked by the many Electric- and Ground-types in the tier.
- Yawn can be used to force the opponent to switch out, giving Uxie a chance to switch as well
- Stealth Rock is causes damage to the opponent on enemy switch in, which discourages enemies from constantly switching in and out.
- Light Screen and Reflect help Uxie's allies survive while setting up and attacking.
- U-turn or Memento help to keep momentum up. The difference is that U-turn keeps Uxie alive but makes it more difficult for its ally to set up, while Memento seriously facilitates the subsequent set up but makes Uxie faint.

Set Details
========

- Light Clay increases the duration of Light Screen and Reflect.
- Maximize Health for increased longevity. Increasing Speed helps to potentially get screens up before Uxie is hit by an attack.
- Timid increased Speed at the expense of Attack.
- Levitate gives Uxie immunity to Ground-type attacks.

Usage Tips
========

- Uxie's entire purpose is to help allies set up.
- Stealth Rock are most useful if used in the beginning of the match.
- Set up the Light Screen or Reflect depending on what kind of Pokemon is presently matched up against Uxie.
- Follow up with U-turn or Memento in order to maintain momentum.

Team Options
========

- Pokemon that appreciate dual screens, like Yanmega.
- These same Pokemon tend to appreciate Stealth Rock, as it eases the damage they need to put out to be a significant threat.
- Pokemon that discourage Defog through Defiant, like Braviary or Tornadus, and Pokemon that block Rapid Spin, like Doublade and Banette.

- Other utility moves: Heal Bell, Thunder Wave, Knock Off, Rain Dance, Sunny Day, Toxic, Trick, Trick Room, Yawn, Magic Coat

Checks & Counters
########

**Knock Off**: Not only does Knock Off hit Uxie for super effective damage, it removes Light Clay, meaning that Light Screen and Reflect will stay up for five turns instead of eight turns.

**Taunt**: Taunt stops Uxie from running any of these moves, with the exception of U-turn. This keeps it from being useful to its team and forces it to switch out.

**Defog**: Defog, from the likes of Gligar or Golbat, not only removes Stealth Rock from the opposing side, but removes both screens.

**Offensive Typing Advantage**: There are many Dark-types in the tier, such as Zoroark, Sharpedo, and Skuntank, deal quick and powerful super effective attacks to Uxie.

I'm not sure how the first set has utility. I have yet to use Uxie this gen, but last time around, it's utility revolved around it's ability to at least check like half the tier without even trying. Even though this is harder this time due knock off every goddamn where and Cresselia usurping that niche quite a bit, it still has the things that made it such a useful utility mon: access to SR, Twave, U-turn, Yawn (actually a great way to force a switch) great natural bulk (not sure why all of it's stats are considered mediocre when it still has great natural, mixed bulk), the ability to run multiple sets (TrickScarf, SubCM, Dual Screens and of course, utility). By using Memento and using up two moveslots for Dual Screens and your item slot for Light Clay, you remove it's only source of recovery and the threat of paralysis or even an attacking move, not deterring set-up sweepers or hazard setters at all. You lose a lot of staying power due this. I'm all for a Dual Screens set (even tho Meowstic does this a bit better due Prankster), but a utility set for Uxie should be bulkier, holding lefties, have Twave/Yawn, an attacking move etc. A set that literally can't threaten you (bar a U-turn from an uninvested base 75 Attack with a hindering nature) might have use for offensive teams when it's using Memento to remove opposing Pokemon's boosts, but in terms of overall utility, it's pretty useless anywhere else.

So here's what the 1760 usage stats say for Uxie for rubeta. I've simply written my analysis to reflect that.
You made a good point about it not really being a utility set, so I changed the name to more accurately represent what it is.
And the idea is not that this is stopping set-up sweepers or inhibiting entry hazard setters(although it does have a relatively fast Magic Coat to do so). This set is intended to set up a barrier behind which your own set-up sweepers can hide. And although it doesn't deter set-up sweepers, it does disturb their sweep upon use of Memento.
Oh, and I added Leftovers. I can't believe I forgot about Leftovers.
