Why this set deserves to be on-site:
  • Few Pokémon can break Umbreon's Substitute with 2 different attacks.
  • 95/110/130 Defenses along with only 2 weaknesses is good.
  • He has a lot of moves other Tormenters don't have: Spite, Mean Look, Baton Pass, Wish.

Additional Comments:
  • Torment so your opponent has to change moves every turn.
  • Protect on the turn the opponent uses the most powerful attack.
  • Set a Substitute up when the opponent has to use a weak move.
  • Payback makes you not 100% Taunt weak.
  • Taunt forces the opponent to attack, meaning the opponent can't DD or Toxic, etc.
    If the opponent's Pokémon has only one attack, like CroCune or Blissey, it's forced to Struggle.
  • Spite works wonders on this set. Moves that are able of breaking Umbreon's Sub usually have low PP.
    The PP of those attack is removed with two Spites or two Spites and three Protects.
  • Other options in the last slot are:
    • Wish. Umbreon loves to restore health without relying on Leftovers.
    • Mean Look. Trapping the opponent is really helpful, as switching out is the only way of negating Torment.
    • Baton Pass. You can Baton Pass your Substitutes, but not Torment.
    • Dark Pulse. More powerful than Payback if you're faster, less powerful if you're slower.
    • Confuse Ray. This halves the chance of the opponent attacking. Combined with using their good move only once in two turns, it won't be using it very often.
    • Psych Up. Thank you, Gyarados!
  • 212 HP reaches the highest Leftovers number, while the other EVs give you the best defenses all around.
  • There are a lot of viable alternate EV spreads:
    • 212 HP, 72 Atk, 224 Speed, Jolly.
      This allows you to outspeed Max+ Tyranitar, hit the highest Leftovers number and do some damage. If you use Dark Pulse, Timid is of course the nature of choice.
    • 212 HP, 72 Def, 224 Speed, Jolly.
      This allows you to outspeed Max+ Tyranitar, hit the highest Leftovers number and have the best Defense all-around.
    • 212 HP, 136 Def, 60 Sp. Def, 100 Speed, Impish.
      This allows you to outspeed Min Heatran, hit the highest Leftovers number and have the best Defense all-around.

umbreon's payback is so weak, tons of pokemon can set up all over this set. if you wanna do the whole torment thing your sole attacking move better be good enough to threaten a somewhat siginficant portion of the metagame. This is why torment tran works because it has great resistances and lava plume has that cool burn rate so you can't set up easily. Umbreon unfortunately lacks this.
 
Agreeing with panamaxis here. Umberon lacks the ability to stop set-up sweepers, which can just set-up then proceed to sweep, regardless of torment, because Umbreon lacks the amount of resistances that Heatran has, and plus Heatran has Lava Plume, which has a 30% chance burn rate. It actually hits reasonably hard with no special attack investment because of that awesome 130 base SpA, unlike Umbreon, which hits like a wet paper bag -_-
 
If I'm not using an attacking move, but Taunt (or Spite, Wish, Mean Look) I use Umbreon.
It has better defenses, and better synergy with toxic spikers.
Heatran shares that crippling 4x Ground weakness, while Umbreons weaknesses are all resisted by Poison-types.
Also, Umbreon has Spite/Wish.
And why not use Umbreon ánd Heatran?
 
Umbreon may have better defenses but I'd rather have more resistances. Resistances > defenses in Pokemon unless you're something like Blissey, which is why Cresselia doesn't work. 4x Ground only matters vs something like Gliscor, as other Pokemon that use Earthquake are hit by Toxic Spikes while Flygon just screams setup bait if it's locked into Earthquake. Heatran's Water- and Fighting-type weaknesses are also resisted by Poison-types such as Tentacruel and Roserade while Heatran actually has resistances to switch into those moves. Spite is a terrible move, while Wish doesn't matter if it can't do anything to stop setup Pokemon. If you argue for the use of Taunt, Umbreon needs to invest a lot of EVs into Speed, which sacrifices its defenses. At least Heatran still has resistances.

Panamaxis summed it up pretty well. The fact that "half" of the OU metagame can set up on this Umbreon is very disheartening, and it is, as you can understand, far from being a positive quality on this set.
