Volt Switch keeps up momentum during the game, and it can super effectively hit Corviknight, Dondozo, Toxapex, and Greninja, which Rotom-W now outspeeds thanks to its Choice Scarf. Hydro Pump is the strongest move it has, meaningfully hurting a wide range of Pokemon, and it punishes Ground-types such as Greak Tusk, Clodsire, and Garchomp that attempt to block Volt Switch. Rotom-W can outspeed the entire unboosted metagame with its Choice Scarf, allowing it to reliably hit Cinderace, Iron Moth, and Garganacl. Trick is essential to cripple walls that can recover from Rotom-W's attacks, like Toxapex and Tera Fairy Garganacl. Thunder Wave can be used to cripple threats such as Dragapult, Iron Moth, Volcarona, and Baxcalibur, especially since Choice Scarf Rotom-W outspeeds them. Will-O-Wisp is just as useful as Thunder Wave, disarming physical threats like Roaring Moon, Dragonite, Breloom, and Meowscarada. Tera Steel gives Rotom-W an immunity to Toxic from Clodsire and Toxapex, as well as a resistance to Meowscarada's Flower Trick, Breloom's Bullet Seed, Iron Valiant's Moonblast, and Dragonite's Extreme Speed. On top of this, Levitate makes Steel's Ground weakness into an immunity; notably, EdgeQuake can't hit Tera Steel Rotom-W neutrally. Rotom-W pressures entry hazard removers like Great Tusk, Iron Treads, Corviknight, and Cinderace, which helps hazard setters. Great Tusk is a great example, since it also removes hazards to ease Rotom-W's pivoting. More offensive partners like Iron Valiant, Cinderace, and Dragapult love Rotom-W crippling bothersome walls like Ting-Lu and Amoonguss with Trick. In turn, they can effectively check Breloom, Meowscarada, Choice Specs Iron Valiant, Gholdengo, and Choice Specs Dragapult, which can all cause trouble for Rotom-W. When Rotom-W pivots against Corviknight, Dondozo, Toxapex, and Greninja as they switch out, frail attackers such as Meowscarada, Cinderace, and Iron Valiant can safely come in to pressure the incoming Amoonguss, opposing Rotom-W, and Gholdengo.

On top of this, Rotom-W retains its immunity to Ground, further capitalising on the utility of Tera Steel. (resist rocks as well so you pivot much more comfortably) Alternatively, Tera Water can be run to take a more offensive approach, boosting the power of Hydro Pump to 2HKO Gholdengo, and potentially OHKO Stealth Rock physically defensive Garganacl. (you also 2hko clodsire if it's not water absorb, which is a big target since it'll just sit on u otherwise)

(all mons enjoy hazards, but why rotom-w in particular? how does it benefit from hazards? or maybe, does rotomw help deal with the metagame's hazard removers for them?) Great Tusk in particular can set up Stealth Rock whilst clearing entry hazards on its side with Rapid Spin. More offensive partners like Iron Valiant, Cinderace and Dragapult form a great core with Rotom-W as it can disable cripple walls like Dondozo and Toxapex (same reason as above there somewhere, replace with mons that will switch into rotom-w) with Trick which can cause trouble for these three. (mention how pult is a secondary speed control cause you often will trick your scarf away) In turn, the aforementioned offensive partners can effectively check Breloom, Meowscarada, Choice Specs Iron Valiant, Gholdengo, and Choice Specs Dragapult, which can all cause trouble for Rotom-W. (mention offensive teammates that appreciate being brought in safely via volt, especially if they threaten rotomw's switchin. and hey, it's even better if they form a voltturn core with it!)

Implemented everything except for "Dragapult as secondary speed control" because not only did I not feel it was a necessary mention, but it was very awkward to fit in, felt very randomly placed anywhere in the paragraph, especially where you wanted it to be put in but, I do understand why you thought it should be added.
