On the Rock Polish set, why not just max out speed? With 248 EV's, after a Rock Polish you get outsped by Modest choice scarf Rotom whereas if you max speed you can outspeed it by one point.
 
I think you should mention resistance to the common rock / ground attacking combo in the opinion section. Edgequake (or boltbeam) resistances are almost always mentioned in their opinion sections, and Torterra is significant in that he has the defense and recovery moves to stop anything that relies on the two moves to tank or attack. I didn't see if it's mentioned in one of the sets, but it certainly belongs in opinion, as it is one of the main attractions of the Underused Torterra in UU or OU.
 
I have been using the Torterra lead in both shoddy and WiFi battles and have found it very successful. It always gets stealth rocks up and, most of the time, destroys the other lead.
The only change I made to it was its item. I found that a focus sash is a lot more useful. Not every lead has a fire move, some in fact have ice moves. The focus sash keeps him alive long enough to lay the Rocks down and then switch out for later.
Because of the Focus Sash though, it only makes sense to change the move Wood-Hammer to Seed Bomb. The drop in power isn't significant enough to eliminate Swampert, but you might miss out on other KO's. Overall though, the survivability outweighs the drop in power.
