With decent natural bulk and the ability Serene Grace, Togekiss is a threatening stallbreaker capable of breaking through even the most dedicated special walls. Because of this set's lack of effective coverage against Steel- and Rock-types and middling Speed, it is best suited to balance or bulky offense builds that have trouble breaking defensive cores. Substitute is the main selling point of this set, allowing Togekiss to avoid status moves that would otherwise cripple it. This allows it to beat Toxapex, Tangrowth, Tyranitar lacking a Rock-type attack, and defensive Necrozma-DM lacking Sunsteel Strike. Roost allows Togekiss to heal after using Substitute, enabling it to come in multiple times during the match, while Thunder Wave has a better matchup against offensive threats such as Zacian-C and Dragon Dance Necrozma-DM by crippling them on the switch. Alternatively, Togekiss can Dynamax and use Max Flare to OHKO most Steel-types at +2.

The given EV spread maximizes HP and Special Attack, as Togekiss doesn't need Speed investment to outspeed most walls it's designed to beat. If running Thunder Wave, a spread of 168 HP / 252 SpA / 88 Spe should be used to outspeed paralyzed Zacian-C. Aim to bring Togekiss in on predicted switches or a move it doesn't fear; however, avoid potential status moves and Knock Off. Most of the time, you should be clicking Substitute first to scout for the opponent's switch-in, unless doing so would give the opponent time to set up. Be especially wary around Zekrom, as it is immune to Thunder Wave and uses Togekiss as setup fodder. Togekiss appreciates partners to deal with strong physical attackers, especially the aforementioned Zekrom, making Quagsire and Necrozma-DM good teammates. The latter can also absorb Knock Off for Togekiss, since it is immune to Toxic Spikes and takes little damage from Stealth Rock. Pokemon that appreciate Togekiss's ability to set up on bulky walls, such as Necrozma-DM, Dragapult, and Dracovish, also make good partners.

Despite its average Special Attack and weak STAB move, Serene Grace makes Togekiss a viable Choice Scarf user. This makes it capable of emergency checking various threats, such as Marshadow, Urshifu-S, Zamazenta, and unboosted Volcarona by either crippling or taking advantage of flinches to KO them. As this set doesn't have much defensive utility, it's best used on offensive teams that require speed control or a way to cripple bulky walls.

As Air Slash is pretty weak and most Steel-types can shrug off a Flamethrower or two, aim to remove Togekiss's Choice Scarf via Trick as early as possible to cripple a defensive threat. This allows Togekiss to liberally throw out Thunder Waves and Air Slashes to wear down the opponent's team. Choice Scarf should only be kept on Togekiss against offensive builds that have a threat such as Marshadow or Urshifu-S that Togekiss may be required to check. As Togekiss is outsped by nearly all setup sweepers after a boost, as well as Zacian-C, checks to these are essential. As such, Quagsire and Ditto make good teammates. Togekiss also appreciates having setup sweepers and wallbreakers as partners, as these typically appreciate walls being crippled. Examples of these include Zacian-C, Kyurem-B, and Zekrom.

I'd go ahead and shortlist some of the Pokemon that Scarf Togekiss is designed to revenge kill, and in doing so also explains the purpose of a Timid nature.

Maybe I’m missing something here but wouldn’t a Fire move be a good slash on the first set so you can try to get past Steels?
 
the idea of the first set is to break past walls, making sub and nasty plot mandatory. perhaps you could run fire blast over roost but...the only time I find it worth forgoing roost with sub is when you have a good chance to stop your opponent attacking with twave and air slash

This is pretty big. With Flamethrower Togekiss becomes a huge threat, especially considering Dynamax.
