Mienshao @ Choice Scarf
Trait: Regenerator
EVs: 252 Atk / 252 Spd / 4 SDef
Adamant Nature
- Drain Punch
- Hi Jump Kick
- U-turn
- Stone Edge

Blistering speeds, Incredible attack, what more could you want from an offense oriented pokemon? I believe this is one of the most underrated pokemon is OU. As long as it's not resistant, a hi jump kick will probably kill it, and a choice band will probably outspeed it. Plus when you suffer some damage or they are going to switch a jellicent or gengar on you, U turn and heal some damage. The moves provide coverage, and the evs give you speed and attack, which is all mienshao needs. Wallah




Latios (M) @ Choice Specs
Trait: Levitate
EVs: 252 Spd / 252 SAtk / 4 HP
Timid Nature
- Surf
- Psyshock
- Dragon Pulse
- Trick

Latios, like mienshao, is fast and powerful, but with bigger bulk. It provides a counter to other Pokemon that like rain, such as Tornadus T, and kills dragons. Not to mention its neutral and super effective coverage.Sigh, i put in draco meteor for the added boost, and trick for surprising those random ferrothorns. Choice specs is for added power, and the moves provide stab, and boosted accuracy and power in the rain for the other attacks. Though it won't do much good against ferrothorns....



Chansey (F) @ Eviolite
Trait: Natural Cure
EVs: 168 SDef / 252 HP / 88 Def
Sassy Nature
- Seismic Toss
- Arothmatherapy
- Toxic
- Stealth Rock

Ah yes, the pink blob. After some suggestions, i put seismic toss in! True, this leaves me with no healing, but thats really no problemo, as i do not plan on keeping chansey long. Toxic is for, well, poisoning, aromatherapy for healing those wretched status that plague my team, seismic toss for some attacking, and stealth rock for entry hazards. The rest is self explanatory.



Scizor @ Choice Band
Trait: Technician
EVs: 252 Atk / 252 HP / 4 Spd
Adamant Nature
- Superpower
- Bullet Punch
- Bug Bite
- Pursuit

That bullet punch has proved its worth many times over. So has that bug bite, and to some extent pursuit. I picked up the Choice band for some added oomph, and superpower for coverage. Was going for a bulky choice user here.

Volcarona @ Life Orb
Trait: Flame Body
EVs: 252 Spd / 252 SAtk / 4 HP
Modest Nature
- Bug Buzz
- Fire Blast
- Quiver Dance
- Hurricane

This moth pokemon is awesome. Sadly, i could not fit any rapid spinners, so i usually use this pokemon is the beginning. Hurricane perfect accuracy in the rain, Fire blast for taking out bloody annoying ferrothorns, bugg buzz for stab coverage, and of course quiver dance for some boosts when i can. Maximum speed, spa, and some hp.



Politoed @ Leftovers
Trait: Drizzle
EVs: 252 SAtk / 4 HP / 252 Spd
Timid Nature
- Hydro Pump
- Focus Blast
- Perish Song
- Ice Beam

Politoed is really needed for just setting up rain. And sweeping Heatrans, Gliscors, and miscenalleuos away. Perish for those set uppers.
Hydo Pump, Focus Blast, and Ice beam are all i need for attacking, and i use perish song for those annoying conkeldurrs who insist on bulking up. The speed IV's, while not ideal for the beginning weather battle, allow me to take out many slower threats.

I will try to rate your team without changing any pokèmon and only fixing your current ones, let's start with the rate!

At first, Latios' powerful move is Draco Meteor, combined to Choice Specs it does a lots of damages, for this reason, I suggest you to use Draco Meteor in place of Dragon Pulse on Latios. If you want to have a useful move against Ferrothorn, you can use Trick in place of Thunder, in general, I think that Draco Meteor, Surf and Psyshock form already a great coverage so you don't need Thunder. Then, on Scizor Roost in combination with Choice Band is really bad because you will be locked into Roost some times and you will give many occasions to setup to opponent, for this reason I suggest you to use Superpower in place of Roost, it can be helpful to hit hard the steel types. Also, I'd use U-Turn in place of Bug Bite on Choice Band Scizor, it's simple a better move to use on it. Finally, I suggest you to use Perish Song in place of Hypnosis on Politoed. Hypnosis isn't a very good move because its accuracy, conversely, Perish Song can be useful against any setuppers and against Baton Pass team that can be problematic for this team without Perish Song on Politoed. If you're using a Blissey on a Rain team and with no attacking moves, you're always better off using Chansey. Chansey has far superior bulk to Blissey, and the lack of residual damage from Sandstorm or Hail means that the loss of Leftovers isn't tragic. Nevertheless, I'd put Seismic Toss on there since Chansey/Blissey will simply be forced out by every single Steel- or Poison-type in the tier. I'd personally go with the standard utility Chansey with Softboiled, Thunder Wave/Toxic, Seismic Toss and Stealth Rock. I was going to say that Thunder Wave would help your team out loads, but it's a very fast offensive team anyway, so Toxic is probably fine. Also, I'd implement all of Alaxander's changes as well.
 
I feel that Roost is a bad choice on CB Scizor as you are immediately forced to switch out when you use it. If you want a Scizor with Roost, I suggest a Bulky SD Scizor.

on the blissey, i was going for a cleric because status hurts my team a lot. So maybe no softboiled? I implemented most of your guys suggestions. Thanks.
 
I have a really strange recommendation. I like how you are not making a pure water based rain team. I do feel that you are not really taking advantage of it so much. Instead of Blissey, I would recommend to try out Parasect. Here is the set:

It has the same role as Blissey on the team but has realiable recovery+m a very good accuracy sleep inducing move. With Leech Seed+Dry Skin+Leftovers= 18.5+1/8 Of The Pokemon Seeded. I know it is a strange recommendation but try it out. Hope This helps!

Can anyone help me with stat boosters and baton passers? Once something like a conkeldurr gets a couple of bulk ups, my team is destroyed.
 
I think your mienshao should run Jolly/Naive instead of Adamant. I know it gives it more power but it'll be able to outspeed many common scarfers. Also if you're running naive natured, it's smart to have HP Ice instead of drain punch. Just to help you with pesky gliscors, Landorus and powerful Dragon/Flying pokes. Also your chansey doesn't have any healing moves for her HP. It'll be hard to pick a move on your current move list to replace for Wish/Softiboiled. But toxic would be the one to rid of. Looking at your team it's really offensive, and toxic really isn't needed. Your scizor should have U-Turn, just to help you get the momentum on your side, which is important on a team like yours. Finally, about your baton passing problem, if you a ninjask, you know it'll be leading, so just make sure you make scizor your lead and lock yourself in to Bullet Punch.

For starters, your team is fairly weak to Choice Scarf Terrakion, because nothing can switch into a close combat and if they can they can't take a stone edge. It is entirely up to you but i would replace Volcarona with a Physically Defensive Donphan this will give you a Rapid Spinner, as well as a Stealth Rocker, meaning Blissey can have a slot for recovery. I would reccomend Wish, because you can heal your teamates, like Donphan. Donphan can also do an okay job against Conkeldurr, ice punch will do a decent chunk.

The 8 Spe EVs seem weird, but I like to speed creep. Smogon's analysis has only 4 Spe EVs but 8 will allow you to outspeed the other Donphans (should you run into them) and get off an attack. I also agree with changing Mienshao's nature to Naive and then changing Drain Punch to Hidden Power Ice allowing you to revenge kill Dragonite and Salamence at +1 Speed. Also changing Mienshao's ability to Reckless>Regenerator will GREATLY increase the power of his Hi Jump Kick; its base power becomes 154 instead of 130 (I think).
