Earthquake rounds out its kit, allowing it to threaten mons that dont care for any of the options above, like Garganacl, Pecharunt, and Glimmora.

Sets up Speed Boost boosts, then tera's and starts spamming STAB Flare Blitz and Brave Bird, tho it has to choose between Close Combat and Swords Dance, as one is its last STAB, and hits Rock-types superefectively, which Fire and Flying cant, and Swords Dance boosts up its STAB recoiless Flare Blitz and Brave Bird to even stronger levels. It is really weak against hazards tho, and hates switching out once it has tera'd.

Ability: Showstarter
On switch-in, immunity to hazards. The first attack it does on every switch-in is boosted by 1.2, after the first attack, the effect is consumed until the user switches out.
Revelation Dance becomes Stellar-type on this Pokemon.

New Moves: Thunderbolt, Flamethrower, Shadow Ball, Psychic.

Competitive Overview: Extremely fast mon capable of dishing out a respectable amount of damage the first time it attacks unboosted, which also stacks with the Tera Stellar damage boost, though it is able to boost up via Quiver Dance, storing the first-attack damage bonus until it is pressured to attack what's in front of it. Stellar Revelation Dance hits every type for neutral damage, but hits terastalized mons superefectively, making it a sweeper that can bypass most tera 50/50s. Due to its high speed, and access to U-Turn and Defog, it may also work as a hazard-removing pivot.

Competitive Overview: Psychic is weak to Ghost and resists Fighting, so Normal is an interesting reflection of that. It's also very bulky with 60/170/160 bulk, Intimidate, and recovery. STAB Body Press and/or Extreme Speed/Body Slam helps make sure that it isn't passive.

Competitive Overview: I wasn't really sure what to do with Stellar so here's something I found by looking up "smogon stellar users" and turning it into a submission https://www.smogon.com/forums/threads/rmt-stellar-superior-vs-the-world.3733365/. I think the concept comes from Stellar Tera Blast lowering your offenses by 1, which get boosted from Contrary instead.

Competitive Overview: I promised myself from the day I opened this mod that I would sub Tera Normal Dragonite, I love Tera Normal Dragonite, so I am subbing Tera Normal Dragonite. Keeping Multiscale is a little boring but feels somewhat needed since you can't run boots on this and you get more use out of Normal as a defensive type this way, being able to use its lack of weaknesses to make setting up easier

Competitive Overview: Kingambit can Tera again but at the cost of being forced to Tera into a Bug-type. Still a massive help into Ground and Fighting-types and also Kyurem. Also I think Supreme Overlord's boost stays active until you switch out, even when you gain a new ability, being Battle Armor, which is fairly low impact but if you win the mindgames and safely get a Swords Dance off, not having to worry about losing anyway to a crit is nice. (god i hope this isn't a massive mistake)

Competitive Overview: Contrary + Tera Stellar is very obvious but it's a fun combination that I wanted to replicate, so here's this. Farigiraf makes for a great offensive Trick Room user, with its great bulk and infinite spammability of Tera Blast. You can also go bulky and just run STABs + WishTect as a wincon. I did purposely raise its Speed a bit to make it easier for naturally slow walls to underspeed Farig, making its sweeps not as guaranteed (though you can run Agility pre-Tera with this better Speed tier if you'd like), and I dropped Stored Power from it to make it less snowbally.

As stated in the OP, during the Veto / Review Phase, we'll give people a chance to fix potentially broken or extremely weak submissions. Any sub that's vetoed and isn't appropriately nerfed/buffed/replaced will not be eligible for voting. New submissions can be made and all submissions can be edited during the Veto / Review Phase, but note that newly added things can be vetoed without warning if they are too strong or too weak.

Additionally, this is also a sub review, I'll also be giving feedback on all subs, not just vetoed ones. These are just my opinion, so unless it is a veto, it's up to you whether or not you take my advice. You'll know if something would get vetoed if I put the word Veto in Bold in the review.
:entei:haha tera normal extreme speed go brr. I'm too sure how I feel about Scrappy, it's not broken with it but I do like having Ghosts as counterplay to the funny move, but either way this should be quite good
:oricorio-pom-pom:I kept forgetting to point this out earlier but (at least according to Bulbapedia), Revelation Dance doesn't because Stellar-type on something with Tera Stellar, so it would become a Flying move here, which is still nice as you don't have to rely on Hurricane anymore and you gave it Electric STAB, but yeah. Aside from that, this kinda feels like a Ribombee but with the coverage it needs to actually be good with QD, should be pretty good

:deoxys-defense:Should be interesting, this thing is EXTREMELY fat but Normal is a pretty mid typing and Deoxys' movepool is quite lacking. I'm thinking this probably runs Cosmic Power + Stored Power stuff or a Teleport pivot set for fat teams
:salamence:This is pretty interesting, Flying/Dragon/Fire coverage hits just about everything and it can hit both sides of the spectrum very hard. Kinda reminds me of Hydreigon but with Dragon Dance instead of Nasty Plot. I'm not 100% sure of how viable this'll be without Nasty Plot but I'm also not sure if you need to throw that on really
:lokix::serperior:Grouping these together since they replicate existing OU niches and do so well enough (though Lokix is quite a bit worse without Boots of course)

:goodra-hisui:Should be fine as a catch-all check to Ground-types + Kyurem thanks to Regen and its sheer stats

:cresselia:Thought this was kinda crazy for a second but then I noticed it lost Moonlight, so that makes it a lot more reasonable, still makes for a super scary wincon since now you run Lunar Blessing for recovery with the added benefit of healing Toxic
:iron thorns:I totally forgot about the possibility of adding a Stellar-typed move, but Nihil Beam looks pretty interesting as a midground option against the many things that can take on Thorns' STABs + checking other Teras, should be alright
:dudunsparce:Looks hilarious with Agility or Calm Mind, luckily the tier has just enough answers to Normal-types that I think it should be fine
:magnezone:Very neat concept here, Magnezone already has more of a chance here since Steel-types can't Tera but now it has an actual tool to beat most Steel-types, should open up a some teambuilding options while not being overbearing since a lot of the best Steel-types happen to naturally have anti-Magnet Pull tools
:typhlosion-hisui:Basically a fast Skeledirge, should be a scary cleaner but being fairly easy to revenge kill with Zama or many other TeraForms
:primarina:Nothing too crazy here but it's a solid defensive buff to something that's already quite good and I really like that Bug Buzz can be used as Water STAB pre-Tera and then Bug STAB after Tera, it's pretty good
:delphox:Looks pretty scary, basically a Tornadus-T without Regenerator but with some crucial extra Speed to pivot or revenge kill stuff like Darkrai or Tera Flygon, while I'm not vetoing it I am weary of it

:houndstone:Very good fatmon here, even base Houndstone with recovery is good into stuff like Great Tusk and Zamazenta already and then you can flip the script on Dark-types and Pult later, I like it
:terrakion:Solid fast and strong breaker, like a good version of Iron Boulder, should be quite good
:goodra-hisui:Similar to the other Bug HGoodra but having a hazard immunity instead of Regenerator to let it pivot often plus a much more offensive lean with Tail Glow, which can do some nasty things I'm sure, I like it
:greninja:Modelling this after Z-Move Gren sets from SM is a really neat idea, since Tera Stellar is kinda like having up to 4 weaker Z-Moves at once, so I like this a lot. Can even do cheeky things with Protean pre-Tera to get a STAB Stellar boost on a specific move (though Battle Bond is probably better)

After the submission phase is over, voting will begin. This mod will be using the same voting system as Megas Revisited, where you can vote for as many submissions as you want, with each submission getting a certain number of points based on how you ranked it. An example can be seen below.
For a slate with the Tera Types Normal, Fighting, and Flying, for example, a ballot would look like this:

You can add as many submissions are you'd like after your third vote, with each one getting 1 point.

Also I think Supreme Overlord's boost stays active until you switch out, even when you gain a new ability, being Battle Armor, which is fairly low impact but if you win the mindgames and safely get a Swords Dance off, not having to worry about losing anyway to a crit is nice. (god i hope this isn't a massive mistake)

Competitive Overview: Extremely fast mon capable of dishing out a respectable amount of damage the first time it attacks unboosted, which also stacks with the Tera Stellar damage boost, though it is able to boost up via Quiver Dance, storing the first-attack damage bonus until it is pressured to attack what's in front of it. Stellar Revelation Dance hits every type for neutral damage, but hits terastalized mons superefectively, making it a sweeper that can bypass most tera 50/50s. Due to its high speed, and access to U-Turn and Defog, it may also work as a hazard-removing pivot.

Farigiraf makes for a great offensive Trick Room user, with its great bulk and infinite spammability of Tera Blast. You can also go bulky and just run STABs + WishTect as a wincon. I did purposely raise its Speed a bit to make it easier for naturally slow walls to underspeed Farig, making its sweeps not as guaranteed (though you can run Agility pre-Tera with this better Speed tier if you'd like), and I dropped Stored Power from it to make it less snowbally.

This last slate of TeraForming is a Pokemon slate, so I had each of the four members of council pick one Pokemon to put on the slate, which ended up with a pretty interesting mix options for you to work with!

I chose Palafin, as it's one of my favorite Gen 9 Pokemon (probably only behind Iron Bundle, Lokix, and Ceruledge) and the last time I really played Gen 9 OU was during the Palafin Suspect Test, where I had a ton of fun using it. With Tera being restricted in this metagame, Palafin arguably could've been unbanned this entire time, but now I'm giving you the challenge of legalizing it while it retains its ability to Terastallize, which should make for an interesting experiment. Plus, Palafin is one of the few Pokemon with in-battle form changes in the game, which gives you more options in what to do with it (be sure to view the rules of in-battle changes in the OP).​
*Special Cases: For Pokemon with in-battle form changes (being Meloetta, Mimikyu, Eiscue, Minior, Morpeko, Cramorant, and Palafin), you may give each form a different base typing, stat spread, and ability. The form that the Pokemon in is when it Terastallizes decides which TeraForm it will be in for the rest of the game (assuming you don't add a way of switching between its forms). Doing this for these Pokemon is not required, if you only submit one TeraForm for a mon with in-battle forms, Terastallizing any of its forms will give you that one TeraForm.

Competitive Overview: Meteor form serves as a very bulky wall, chunking things with STAB +1 Body Press from 130 Defense, while Core form is hard to obtain, but when you do, you get a dangerous sweeper with either a Special Attacking Shell Smash set or an Endure Reversal set

ausma picked Leavanny for the slate, a Pokemon that she knows better than anybody in an OU context, given that she took a Sun team featuring the often forgotten early game Bug-type to Top 10 on the ladder. Thus, despite Leavanny's generally mediocre traits on paper, it's already proven to have some use in the OU tier, so you have the option to build off of what it can already do, or take it in an entirely new direction and give it something else to do.

BlueRay picked Snorlax, who boasts a solid stat spread and pretty great movepool but massively suffers from two things: a mediocre pure Normal typing, and the ravages of time. Powercreep over time has taken Snorlax from a Top 2 mon in two straight generations of OU to being stuck in ZU of all places. While Game Freak has tried to help Snorlax before, by giving it a signature Z-Move (that no one used) and a Gigantamax form (which was banned in singles and not really used in VGC), giving it a TeraForm could be exactly what it needs to fight Father Time.

Lastly, woo picked Iron Crown, who's been an extremely solid OU Pokemon ever since it was introduced in DLC2. Whether it's Booster Energy Calm Mind sets or AV Pivot sets, Iron Crown, with or without Tera, is already a great option for OU teams, so you'll have the challenge of making a TeraForm that's worth using but doesn't set it over the edge. Plus, it joins one of its brethren in Iron Leaves in getting a TeraForm (sorry to all Iron Boulder fans out there).
