Gholdengo has what is arguably the best typing to take Cresselia on: Steel to resist both Moonblast and Stored Power, and Ghost to hit it hard with a super-effective STAB move. However, even though it resists Stored Power, Ghold can only afford to let Cress to get up to +4/+4 and still take a hit from it safely, hence why its a check. It has only has a slim to chance to survive a +5/+5, and only if Cress gets one of the three absolute lowest roles possible.

Of course, offensive Gholdengo would absolutely fall flat on its face; hence the shift in nature from Timid to Modest, and a significant investment in HP. The 68 Speed EVs it still has allows Ghold to speed-creep this particular Cress, and Thunder Wave it to slow it down even more.
The paralysis that Ghold can inflict with TWave also has the potential to completely negate any action from Cress at all, buying Ghold time to catch up to its Special Defense boosts with Nasty Plot, before inflicting heavy damage with a boosted Hex. Realistically, by the time Ghold had switched in and successfully got a Thunder Wave off, Cress would've already gotten to +2/+2, since it won't want to attack any sooner that. However, if it chooses to attack at that point in time, or better yet tries to go for a third CM but gets para'd...
