With its unique typing backed up by a good Special Defense stat and access to Volt Switch and Levitate, Rotom-W is one of the best defensive pivots and Ground immunities in the tier. Rotom-W's STAB Hydro Pump lets it threaten Ground-types such as Great Tusk, Ting-Lu, and Sandy Shocks aiming to block its Volt Switch. Its bulk in Special Defense lets it sponge attacks from special attackers such as Walking Wake, Hisuian Zoroark, and Iron Valiant and cripple them with Thunder Wave. Protect lets Rotom-W gain Leftovers recovery as well as scout the intentions of Choice item users like Gholdengo and Greninja. 12 Speed EVs lets Rotom-W outspeed 0 Speed Great Tusk. Tera Fairy grants Rotom-W an immunity to some of the tier's most powerful special attacks in Walking Wake's, Dragapult's, and Garchomp's Draco Meteor, allowing it to handle them more easily. Tera Steel provides Rotom-W with a resistance to said Dragon-type attacks and an immunity to Toxapex's and Clodsire's Toxic, making for an excellent defensive typing in conjunction with Levitate. Tera Steel also improves Rotom-W's matchup against Baxcalibur and Dragonite, letting it cripple them with Thunder Wave and pivot out into one of its teammates.

Bulky offense teams appreciate Rotom-W's defensive profile and ability to pivot while maintaining an offensive presence. Cinderace appreciates Rotom-W's ability to threaten Great Tusk, Ceruledge, and Skeledirge, and in return, it threatens Grass-types such as Amoonguss, Breloom, and Meowscarada that resist both of Rotom-W's STAB moves. Great Tusk can rely on Rotom-W to take Water-type attacks from Walking Wake and Greninja and in return provide hazard removal to keep Rotom-W healthy throughout the game, as well as threaten Water Absorb Clodsire, which completely walls Rotom-W. Rotom-W threatens both Dondozo and Great Tusk, which Kingambit can struggle to break past, and enjoys Kingambit checking Calm Mind Hatterene and Dragon Dance Dragapult that may use Rotom-W as a setup opportunity. While Rotom-W struggles to beat Walking Wake, Dragon Dance Dragonite, and Roaring Moon one-on-one, its ability to cripple them with Thunder Wave lets teammates like Dragapult and Iron Valiant deal with them more easily. Defensive teammates such as Corviknight and Amoonguss can check the aforementioned Grass-types that are troublesome for Rotom-W, and provide bulk for Rotom-W to not get overwhelmed by repeated hits.

Move this to after your mention of Protect Protect lets Rotom-W gain Leftovers recovery as well as scout the intentions of Choice item users like Gholdengo and Greninja. 12 Speed EVs lets Rotom-W outspeed 0 Speed Great Tusk.
