Moves:
On leads slower than smeargle:
Taunt then d-bond to get rid of the opponents lead. Stops the annoying rocks/spikes etc.
On leads faster than smeargle:
Usually, anyone with half a brain will try to eliminate smeargle ASAP, due to the number of baton passers. So they will not be expecting this moveset.
First, if you think they would stealth rock, you can taunt, but its usually better not to because it wont do any good other than prevent a second layer of hazards and you run the risk they don't. Use metal burst, smeargle will be left with 1 hp and will reflect twice the damage, bullet bunch if they have a sash. Try to d-bond the next pokemon if faster, otherwise try a bullet punch to hopefully nullify a sash, may also switch out to use later on a slower pokemon.
Counters, fast Taunt-Subers, not much I can think of, don't know why you would have that though. Generally, switching out can save you a pokemon, but you may end up bonded if predicted. Also, sleep inflicters who are faster.
