Tera Blast - physical if higher attack, special if higher special attack, changes type to users Tera type upon terastalization
Pros:
- good physical and special bulk
- ground immunity being very valuable with great risk and the amount of mons that have access to earthquake
- good typing giving resists to water, ice, steel, fire, flying and only a weakness to grass, and there are only two offensive grass mons in the tier (breloom and meowscarada
- access to good status moves in t-wave, trick and WoW, allowing it to cripple the vast number of fast, physical mons in the tier as well as be useful against stall
- passable speed tier allowing it to be a good user of choice scarf or max speed
- access to nasty plot allowing it to set up on mons it has crippled and wallbreak
- great volt-switch user and pivot in general

Cons:
- Shallow coverage limits its offensive potential
- 50hp means it needs heavy investment to truly stomach neutral hits from premier offensive threats
- lost pain split and Defog, two moves that were great for rotom-w allowing it to pivot better and take advantage of it’s low hp
Tera Potential:
- can be a good defensive Tera user in tandem with it’s levitate ability, allowing it to alleviate the ground weakness of steel and electric, the latter of which allows it to have 0 weaknesses
- offensively it is not a premier user of terastalization as although it can get increased coverage, it is not game-changing and would be better used on other offensive mons

this is the premier set, with changes only being made depending on whether you want to be faster or answer different mons. Leftovers is used over heavy duty boots as a pivot because it is immune to spikes and resists rocks if it is Tera steel. The Tera type could change depending on what you want to check, fairy checks great tusk and roaring moon and to a lesser extent Chien pao and iron valiant. Steel can check Chien pao, roaring moon, dnite, meowscarada. Electric can be used to have 0 weaknesses but because of the low hp it is sometimes reliant on resisting hits. Max defensive bulk is used to effectively check the offensive mons, but max speed is also used to soft check these mons and pivot better on quaquaval, dnite, breloom, Gholdengo. Twave can be used but wow is supremely valuable for neutering many physical mons (roaring moon, great tusk, annihilape etc.) that it can’t stomach too many hits from. Foul play allows it to hit back against dragapult, annihilape and Ceruledge as well as hitting hard against mons that have setup but been wisped. Protect can also be used to scout Tera typings or coverage.

Scarf

This rotom-w uses its good special attack and speed tier to cripple mons and then setup, working especially well against stall and balance. The choice scarf allows it to outspeed choice scarf gholdengo and pivot very effectively whilst also threatening the electric immune mons with a strong hydro pump. Max special attack allows it to hit harder with volt switch and hydro pump, especially after a np, however a bulkier set could be used to soft check more mons. Hydro and Volt switch are its best STAB moves but thunderbolt or discharge could be used instead of volt switch to wallbreak better against Toxapex, dondozo, corviknight.

Overall
Rotom-w is a great pivot and status spreader that can cripple the great many physical threats and then set up or pivot, with many different sets allowing it to check a variety of different mons.

Been waiting for Rotom-W thread for quite a while tbh, and really glad it's here.
For the defensive set, 44, 48, 56 and 88 Spe all hit relevant thresholds depending on team.
As for scarf, I actually quite like 252 HP / 164+ Def / 92 Spe as a tech choice on bulkier teams to beat Hatterene and Taunt Annihilape.
Honestly, Rotom-W is just solid as usual, which is honestly an amazing feat as a mon who has been OU for its entire life.
 
I generally prefer Will-O-Wisp over Nasty Plot on the Choice Scarfer because it immediately cripples offensive mons such as Dragonite and Lokix.
 
The sheer power creep of this generation has overwhelmed Rotom-W. It does has decent defenses but they are let down by only base 50 HP. It does have advantages over other water types though due to being hazard resistant, it's ability to pivot, and spread burns due to Scald being nonexistent. Not a bad Pokémon, but not a particularly good one either.
